Seanad: Criminal Law (Sexual Offences) (Amendment) Bill 2018: Second Stage (13 Feb 2019)

Kevin Moran: I am presenting this Bill on behalf of the Minister for Justice and Equality. It deals with sentencing for sexual offences. I look forward to hearing the contributions of Senators on it. I am particularly pleased to have the opportunity to introduce this legislation to the House because it deals, in part, with legislative proposals I brought forward as a Private Member to introduce...

Seanad: Criminal Law (Sexual Offences) (Amendment) Bill 2018: Second Stage (13 Feb 2019)

Kevin Moran: The Judicial Council Bill is due to introduce a sentencing committee. The Minister is proposing that it is given the power to draw up sentencing guidelines. On penalties for incest, brought up by my good friend, Senator Conway, the issue arose during Report Stage of the Criminal Law (Sexual Offences) Bill 2015, which intended to increase the penalties for incest committed by females up to a...

Seanad: Criminal Law (Sexual Offences) (Amendment) Bill 2018: Second Stage (13 Feb 2019)

Kevin Moran: I am delighted, as a new Minister of State, to be bringing forward this legislation on Second Stage. It is on the final leg of its journey towards becoming legislation and I appreciate the Senator's comments. Indeed, I appreciate the comments and support of all the Senators who have contributed today. I also thank my own Department and the Department of Justice and Equality, the officials...

(12 Feb 2019)

Kevin Moran: As Minister of State at the Department of Public Expenditure and Reform with special responsibility for the Office of Public Works, OPW, and flood relief, I welcome the opportunity to come before this committee to discuss the functions of the OPW and its 2019 gross allocation of just under €467 million. Within this allocation, programme A, which relates to flood risk management,...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2019
Vote 13 - Office of Public Works (Revised)
(12 Feb 2019)

Kevin Moran: My Department has received no information on funding from the Cabinet. However, it has been widely flagged that a number of Departments have been asked about cutbacks in allocations. The information given to my Department is that a figure of €3 million is with the Cabinet, but I have received no information back on it. We have no role whatsoever in the children's hospital project....

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2019
Vote 13 - Office of Public Works (Revised)
(12 Feb 2019)

Kevin Moran: My answer is we have no role in the children's hospital project. The chairman can deal with the other question. On construction inflation, costs have gone up by 3.95% nationally. This will have an impact when we price a job. For example, on a scheme we announced some time ago we saw that because of inflation some extra funding might be required. My apologies - I think I am reading it...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2019
Vote 13 - Office of Public Works (Revised)
(12 Feb 2019)

Kevin Moran: Expenditure of €15 million was provided for the works on Leinster House. Having seen the work on a tour with Members today, the amount of work involved is apparent. The figure will exceed €15 million but I do not know by how much. A certain amount of work was not foreseen. This is evident when one peels back the lead flashing to see the damage, particularly around the...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2019
Vote 13 - Office of Public Works (Revised)
(12 Feb 2019)

Kevin Moran: It would be wrong for me to give a figure at this time. Faults were found when the flooring was peeled back and work was needed to address them. The ceilings had to be pinned up again, which takes time. Leinster House is a protected structure so the work is time consuming and costly.
