Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Pat Casey: We keep coming back to the differential rent, allocations and design. I am getting the impression that Mr. Lemass feels that this is the larger element that needs to be thrashed out as opposed to the capital or funding element. The Department of Finance might have its opinion on that. Mr. Lemass spent a lot of time on CALF funding, which involves a 30:70 mix. If most AHBs used the 30:70...

Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Pat Casey: Money from the HFA is Government money in any event. Only the private sources of funding add to the fiscal space. According to one report I have read, those currently stand at only 1%. Am I reading that wrongly?

Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Pat Casey: My point is that because the approved housing bodies have such low levels of private funding that increasing that private funding by a significant margin would have an impact on the fiscal space because the AHBs are on balance sheet. Am I correct in-----

Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Pat Casey: This goes back to the point about the funding split of 30% and 70% under the capital advance leasing facility, CALF.

Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Pat Casey: That is in Mr. Lemass's figures. My figures are completely different. I want much more money and I want to deliver much more housing.

Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Pat Casey: I am just saying that an off-balance sheet model gives us the potential to deliver more. That is why I think it is vital that we get there. I am not arguing with what Mr. Lemass is saying. However, if we had an off-balance sheet model, we could invest a lot more and not affect the fiscal space. The fiscal space holds us back in what we can do. Mr. Lemass indicated that there are 68,000 on...

Joint Oireachtas Committee on Housing, Planning and Local Government: Reclassification and Future Outputs of Approved Housing Bodies: Discussion (Resumed) (26 Sep 2019)

Written Answers — Department of Finance: Corporate Governance (24 Sep 2019)

Pat Casey: 87. To ask the Minister for Finance if the anomaly will be rectified by which the Companies Registration Office is asking community-based organisations such as community employment schemes and community halls to specify a beneficial owner in cases in which no such owner exists in view of the fact that they are community and social enterprise companies; and if he will make a statement on the...

Agriculture: Motion [Private Members] (18 Sep 2019)

Pat Casey: I fully welcome and support our motion which asks for specific measures to ensure our Wicklow farm families survive this unprecedented crisis in their ability to keep their heads above water. I visited the protest at Slaney Meats in Bunclody recently and discussed with Wicklow beef farmers the completely unfair trading position that the current meat industry places on the work they do. ...

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Rebuilding Ireland - Action Plan for Housing and Homelessness: Discussion (18 Sep 2019)

Pat Casey: On the homelessness figures, I appreciate the level of work being done to reduce the level of homelessness but, regrettably, the numbers continue to increase. While we all accept that 2,825 people either have been prevented from entering homelessness or have exited homelessness, in the past six months some 129 people per week have presented as homeless, or 18 people per day. The figures are...
