Seán Kyne: Absolutely. Lack of governance is one issue. The ability to recruit the various modalities within the teams is another issue that has been highlighted. We see difficulties with recruitment across the health services. That is not a funding issue but is caused by an inability to attract people and the fact that these individuals are not available. What can be done to enhance availability...

- Joint Oireachtas Committee on Health: Review of Child and Adolescent Mental Health Services: Discussion (11 Oct 2023)
Seán Kyne: During the earlier session, mention was made the young person who was two years waiting for an assessment and then turned 18 years and then off they went to adult services. What sort of transition processes does the HSE have for an overlap? If someone is 17 years and 364 days old and has intense assistance as part of a team, what happens when they hit 18 in terms of the knowledge, personnel...

- Joint Oireachtas Committee on Health: Review of Child and Adolescent Mental Health Services: Discussion (11 Oct 2023)
Seán Kyne: That makes perfect sense. There would be a worry that there would be a cliff edge for people who are particularly vulnerable. They get used to a team, the therapies and all of that. Regarding some of the other disciplines - the dieticians, psychologists, and psychiatrists - does each team have the same disciplines? Is there a standard approach across the different teams?

I acknowledge and commend his role and that of the Minister, Deputy Donohoe, in the publication and preparation of the budget, in addition to all the officials in the Department and their Government colleagues for their input. - Seanad: Nithe i dtosach suíonna - Commencement Matters: General Practitioner Services (4 Oct 2023)
Seán Kyne: I welcome the Minister of State and thank the Office of the Cathaoirleach for choosing this Commencement matter. It is regrettable there is no Minister or Minister of State here from the Department of Health. I have raised this matter on at least two occasions going back to 2020 and 2021. It relates to the lack of cover by Westdoc for Moycullen- and Oughterard-based GPs. As the Minister...

Seán Kyne: I thank the Minister of State for the reply on behalf of the Department of Health. As I said, it is certainly welcome that the Westdoc service has been expanded to cover the critical 12 midnight to 8 a.m. period and I welcome also the funding that was provided in this year's budget. Since I first raised the issue in 2020, there have been improvements in the service, and I want that to be...

Seán Kyne: I welcome the Minister of State. I will address some of the changes that were made last year. Without pre-empting the budget, I hope we can see a repeat of some of those initiatives this year. The €1,000 reduction in registration fees was certainly a boost in terms of improving accessibility to our universities for students, as were the changes made in the Finance Bill 2022 whereby...
