Brian Hayes: I am trying to work out the average amount of loans given in this sector and how significant an issue is this. The view we have is that if this is made so onerous on this regulated sector of the financial services industry, albeit one that provides a niche service, the unintended consequence could be to drive people towards a more unscrupulous group of people.
