Written Answers — Employment Rights: Employment Rights (6 Dec 2005)

Seán Crowe: Question 105: To ask the Minister for Enterprise, Trade and Employment his views on whether there is a conflict of interest within his Department where at present the Competition Authority, which is attacking the rights of certain workers, in particular actors, musicians, film crews and freelance journalists to be collectively represented, falls under the aegis of his Department while his...

Requests to move Adjournment of Dáil under Standing Order 31. (6 Dec 2005)

Seán Crowe: I seek the adjournment of the Dáil under Standing Order 31 to debate the following specific and important matter of public interest requiring urgent consideration, namely, the necessity for an additional €4.8 million to be provided in the budget for the emerging needs fund if the demands for 2006 as identified by the local drugs task forces are to be met. The increasingly crucial purpose...

Written Answers — Migrant Workers: Migrant Workers (1 Dec 2005)

Seán Crowe: Question 63: To ask the Minister for Social and Family Affairs if his attention has been drawn to reports that the residence condition is encouraging exploitation of migrant workers who are afraid to risk losing their jobs due to the fact that they will not be eligible for social welfare; and if he will make a statement on the matter. [37298/05]

Written Answers — Social Welfare Benefits: Social Welfare Benefits (1 Dec 2005)

Seán Crowe: Question 36: To ask the Minister for Social and Family Affairs if, in view of the massive increases in fuel costs, the fuel allowance is adequate. [37299/05]

Social Welfare Benefits. (1 Dec 2005)

Seán Crowe: Would it not make more sense economically to give a lump sum to fuel allowance recipients rather than a weekly allowance? As the Minister knows, it is cheaper if one buys in bulk. It is cheaper to buy coal once per year than to buy a bag per week. I suggest that the Minister consider this in his review and it would not cost him anything.

Local Authority Housing. (1 Dec 2005)

Seán Crowe: Is there a timescale for the roll-out of this scheme? A similar question was asked but I did not hear the answer. With regard to saving money in the long term, is there evidence that this is happening? Some of the officers involved in the scheme have suggested that because the landlords are getting guaranteed tenants for a certain period, the rents are decreasing. Are there savings for the...

Local Authority Housing. (1 Dec 2005)

Seán Crowe: It is based on the last year's income so taking the 18-month timeframe, it is a long way down the road.

Local Authority Housing. (1 Dec 2005)

Seán Crowe: It is impossible.

Social Welfare Benefits. (1 Dec 2005)

Seán Crowe: Question 3: To ask the Minister for Social and Family Affairs if he will consider extending the Christmas bonus to all those in receipt of short-term disability in excess of six months; and if he will give a costing for this. [37483/05]

Social Welfare Benefits. (1 Dec 2005)

Seán Crowe: I take it that the Minister is saying in his reply that he will not consider paying it to people in receipt of disability benefit for more than six months. The question was about whether the Minister would consider making the payment. It is a short-term measure but some of the people who avail of this benefit could be on it for up to two years or longer. It is called short-term but it is not...

Sea-Fisheries and Maritime Jurisdiction Bill 2005: Second Stage (Resumed). (1 Dec 2005)

Seán Crowe: One of the most interesting aspects of the debate on the Bill so far concerns the differences it has highlighted within Fianna Fáil, and the opposition of some Fianna Fáil Deputies to the thrust of the legislation as it affects penalties on fishermen. In this regard, it is interesting that Fianna Fáil Deputies are attempting to have motions placed for debate in the European Parliament...

Written Answers — National Drugs Strategy: National Drugs Strategy (30 Nov 2005)

Seán Crowe: Question 79: To ask the Minister for Community, Rural and Gaeltacht Affairs the steps which have been taken by his Department to implement the recommendations in the report of the Joint Committee on Arts, Sports, Tourism, Community, Rural and Gaeltacht Affairs on the treatment of cocaine addiction, with particular reference to the Irish experience. [36829/05]

Climate Change Targets Bill 2005: Second Stage (Resumed). (30 Nov 2005)

Seán Crowe: On my way to the House, I mentioned to someone that I would speak on the issue of global warming. That person's attitude was that we could benefit from some global warming. However, that is a simplistic way to look at the issue as is stating that it is too important an issue to be left to tree huggers. This concerns changing people's attitudes about their responsibilities. It also concerns...

Commissions of Investigation: Motion (Resumed). (30 Nov 2005)

Seán Crowe: I welcome the establishment of the inquiry into this tragic case involving a tragic individual. Tragedy has surrounded the entire case. The case of Dean Lyons is one illustration of the consequences of having a police force that is a law unto itself and has suffered from a history of corruption and impunity. It is essential for the stability of the Garda Síochána and for the survival of...

National Drugs Strategy. (30 Nov 2005)

Seán Crowe: Question 61: To ask the Minister for Community, Rural and Gaeltacht Affairs, in view of the fact that the last plans drawn up by the local drugs task forces were in 2002, when they will be mandated to draw up a new updated plan; and if this is not a more efficient way of dealing with changed conditions rather than by the provision of a centralised emerging needs fund which will provide about...

Written Answers — Social and Affordable Housing: Social and Affordable Housing (29 Nov 2005)

Seán Crowe: Question 113: To ask the Minister for the Environment, Heritage and Local Government the progress which he expects to make on housing persons currently on social housing waiting lists in view of the fact that local authority and social housing programmes received only a 5% increase in the 2006 pre-budget Estimates. [36583/05]

Written Answers — Housing Policy: Housing Policy (29 Nov 2005)

Seán Crowe: Question 24: To ask the Minister for the Environment, Heritage and Local Government the recommendations from the NESC report Housing in Ireland: Performance and Policy his Department intends to accept and reject. [36584/05]

Seán Crowe: Question 16: To ask the Minister for Transport if he is satisfied with the provision of public transport for rural areas under the transport plan. [35796/05]

Road Safety. (24 Nov 2005)

Seán Crowe: Question 3: To ask the Minister for Transport when he intends to implement a single body with ultimate responsibility for road safety. [35795/05]

Road Safety. (24 Nov 2005)

Seán Crowe: The Minister referred to 2006 but can he tell us whether the authority will be established early in that year? We are all conscious, particularly at this time of the year, of carnage on the roads and in recent weeks there have been a high number of road deaths. In bringing all the bodies together, we must be conscious of the need to target different types of road accidents. In that context,...
