Billy Kelleher: I am not suggesting a new agency should be created. We have all made representations to insurers which have paid health care providers for treatments people did not receive while in hospital. When one contacts the insurance companies on behalf of constituents, one is told it is not an issue of concern, but it is if it results in premiums increasing.

Billy Kelleher: I do not know. What I do know is that it is cumbersome for a person who has just come out of hospital and receives a letter from his or her insurance company saying the bill for his or her care and treatment has been paid to have to address concerns in this regard.
