Seanad: Order of Business (24 Sep 2013)

Paul Coghlan: I want to enlighten Senators.

Seanad: Order of Business (24 Sep 2013)

Paul Coghlan: The man mentioned literally makes things disappear.

Seanad: Order of Business (24 Sep 2013)

Paul Coghlan: I would like to bring him here because there are a few people on whom I would like him to perform in both Houses.

Seanad: Order of Business (24 Sep 2013)

Paul Coghlan: Follow that. I second and support fully the vote of sympathy proposed by the Leader of the House on the death of the late Senator John Blennerhassett of Tralee.

Seanad: Order of Business (24 Sep 2013)

Paul Coghlan: He was from an outstanding Kerry family, the Blennerhassetts, and he was a long-time councillor. I knew him well, as did Senator Ned O'Sullivan and others. He was a true gentleman, a man who served his people well. He always listened, genuinely and politely. He served his church, vestry and, at diocesan level, synod. I extend my deepest sympathy to Veda and his family. Culture Night has...

Seanad: Turf-cutting: Statements (19 Sep 2013)

Paul Coghlan: On Tuesday next, at 2.30 p.m.

Seanad: Turf-cutting: Statements (19 Sep 2013)

Paul Coghlan: I agree with Senator Ó Clochartaigh that dialogue is the only way forward.

Seanad: Turf-cutting: Statements (19 Sep 2013)

Paul Coghlan: I welcome the Minister and commend him for his efforts to date on this difficult and thorny issue. As for my learned colleague immediately behind me, a gracious lady with legal training, perhaps she thought she was in court, as she sounded so confrontational.

Seanad: Turf-cutting: Statements (19 Sep 2013)

Paul Coghlan: I will never doubt the Senator's good points.

Seanad: Turf-cutting: Statements (19 Sep 2013)

Paul Coghlan: That goes without saying. The compensation package is generous. People receive a certain amount per year, a down payment, turf deliveries and so on. Thousands have accepted it, although there are difficulties on a limited number of bogs. As Senator Sean D. Barrett stated, we are somewhat bedevilled. The European Union valued our lands more highly than we did. Slowly but surely, however,...

Seanad: Order of Business (19 Sep 2013)

Paul Coghlan: With the greatest respect to the leader of the Opposition, Senator Darragh O'Brien, I would say that we are ad idem on the banking inquiry. Everybody wants to get to the unvarnished truth and nothing must be excluded. As we all agree, no one in these Houses would wish to prejudice cases that are in the pipeline. I do not believe representatives of that bank were present on the night of the...

Seanad: Order of Business (18 Sep 2013)

Paul Coghlan: I also wish to compliment Ms Gemma O'Doherty on her research and writing on the Fr. Niall Molloy case. I have spoken on this matter before, as have several other Members. I agree very much with what has been said earlier today by Senator Kelly. Hopefully, now that the matter is with the Minister, something will be done. Some interesting contributions have been made today by several...

Seanad: Order of Business (18 Sep 2013)

Paul Coghlan: They are never here.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of 2014 Pre-Budget Submissions: Discussion (11 Sep 2013)

Paul Coghlan: I refer to the question of in-town and out-of-town parking. We all know that provincial towns have been very badly hit because of bad planning which allowed out-of-town developments. What proposals, if any, are there to provide for a level playing pitch? What can be done to equalise the parking charges between in-town and out-of-town developments?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Regulation of Lobbying Bill 2013: Discussion with OECD (5 Sep 2013)

Paul Coghlan: Does Mr. Bertók see it as important to distinguish between commercial lobbying and lobbying for charities or charitable purposes, where people may be lobbying on a voluntary basis? Commercial activity is very different. How does he think this should be dealt with in the legislation?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Regulation of Lobbying Bill 2013: Discussion with OECD (5 Sep 2013)

Paul Coghlan: I take it from what Mr. Bertók has said that he does not favour exemptions, at least not initially. He mentioned inclusion on an incremental basis. However, if somebody is lobbying a government or department in regard to a charitable organisation or charity and if the lobbyist is lobbying on a voluntary, non-paid basis, would he not agree that these lobbyists should be excluded?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Financial Sector: Discussion with Permanent TSB (5 Sep 2013)

Paul Coghlan: I thank Mr. Masding for his approach. It is flexible and helpful as far as possible. It is a better approach than the Central Bank's methodology. I see the Central Bank targets as a blunt instrument, box-ticking approach. Would Mr. Masding agree that its targets can be counterproductive?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Financial Sector: Discussion with Permanent TSB (5 Sep 2013)

Paul Coghlan: The structure of the legal process can increase the arrears. We will be meeting with the Governor of the Central Bank. If we got Mr. Masding and the other CEOs into that meeting that could help to bring everybody to a one process approach. Would Mr. Masding agree? I again compliment him on what he has set out here this morning.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Financial Sector: Discussion with Permanent TSB (5 Sep 2013)

Paul Coghlan: I agree with the chairman but would add a rider.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of Financial Sector: Discussion with Permanent TSB (5 Sep 2013)

Paul Coghlan: It would be very helpful if we could have the Governor and some of the banks' representatives together before the committee because they are working-----
