Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Richard Boyd Barrett: As the Ceann Comhairle knows.

Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Richard Boyd Barrett: I move amendment No. 60: In page 29, between lines 12 and 13, to insert the following: "12. The Minister shall, within three months of the passing of this Act, prepare and lay before Dáil Éireann a report on a levy on large profitable companies to meet the costs of the Covid Restriction Support Scheme and other supports to business.".

Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Richard Boyd Barrett: I was hoping the Minister would respond to the direct point I am making about that group before I make my final contribution.

Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Richard Boyd Barrett: Okay. The same argument that I made for the musicians and the crews, who I want to emphasise are behind the musicians, applies to the taxi drivers. The taxi drivers' income is either non-existent because is not worth going out on the road or, for those who go out on the road, is down approximately 70%. They have repayments on their cars. How are they supposed to make them? A taxi driver...

Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Richard Boyd Barrett: It is being pressed. On a point of order, can I ask what happens if we call a vote now because there are seven committees meeting in Leinster House and Deputies, certainly, in the case of our group, are attending them? There is no way many of those Deputies would be able to make it over for a vote.

Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Richard Boyd Barrett: I am merely pointing out that many Deputies would be disenfranchised if we called a vote. I am minded to call a vote but it is a little unfair on all the Deputies attending committees in Leinster House. Maybe we had not envisaged it. We are in a difficult position. It is a bit of a problem.

Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Richard Boyd Barrett: In the interest of fairness to others who have amendments and to the Deputies who would not be able to make it, I have no choice. Maybe it is a matter for the Business Committee to consider, that is, that the possibility of votes clashing with committees meeting in Leinster House is a real problem. However, I have to be reasonable and, therefore, I will only press the amendment to a voice vote.

Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Richard Boyd Barrett: There is a cruel irony in the exclusion of certain groups of people, whose incomes and employment have been hardest hit by the pandemic, from a scheme which is called the Covid restrictions support scheme. The threshold for this support is turnover being down by 25% to cover the ongoing costs which businesses have. I refer to insurance, fuel, maintenance and repayment costs. Since March, I...

Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Richard Boyd Barrett: The amendments are in my name but I am hoping to hear from the Minister before I get a chance to respond.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Dec 2020)

Richard Boyd Barrett: In the programme for Government, the Government committed to returning the support of healthcare workers for their willingness to protect us all. Last night, Fine Gael, Fianna Fáil and the Green Party betrayed their promise to healthcare workers, in particular student nurses and midwives, by voting to delete the People Before Profit-Solidarity motion calling for those workers to be...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Dec 2020)

Richard Boyd Barrett: -----to make the Government hold to its promise in the programme for Government to reward our front-line healthcare workers, including student nurses and midwives, for their work in protecting us all.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Dec 2020)

Richard Boyd Barrett: The Government took the money.

Written Answers — Department of Defence: Schools Site Acquisitions (3 Dec 2020)

Richard Boyd Barrett: 223. To ask the Minister for Education and Skills if there is a deadline for identifying, acquisition of and planning permission for a new site and building for a school (details supplied); if there a roadmap or plan for the next steps needed to be taken by her Department; if the local council will participate in sourcing interim or permanent accommodation; the interim accommodation sites...

Written Answers — Department of Health: Respite Care Services (3 Dec 2020)

Richard Boyd Barrett: 337. To ask the Minister for Health if the funding needed for residential care for a person (details supplied) will be provided given that a respite centre they currently attend is planning to open a new residential centre within the next two months and would potentially be able to accommodate this person and provide the professional supports they need; and if he will make a statement on the...

Pay for Student Nurses and Midwives: Motion (Resumed) [Private Members] (2 Dec 2020)

Richard Boyd Barrett: The vote was very close, with a very narrow majority supporting the Government amendment not to pay our student nurses and midwives - a disgraceful decision. Since the margin is so close, under Standing Order 83(3)(b), we call for a vote other than by electronic means in order to give all the Government Deputies from Fianna Fáil, Fine Gael and the Green Party a moment to reflect on...

Finance Bill 2020: Report Stage (2 Dec 2020)

Richard Boyd Barrett: I move amendment No. 59: In page 29, between lines 12 and 13, to insert the following: “12.Within four weeks of the passing of this Act, the Minister shall produce a report on whether the Covid Restriction Support Scheme is accessible to and has provided meaningful financial support for self-employed/lone traders in sectors such as the taxi industry, music, arts, live entertainment...

Finance Bill 2020: Report Stage (2 Dec 2020)

Richard Boyd Barrett: I have. I will return to the example I gave earlier as it underlines the point we made on Committee Stage on the CRSS. It is that various Covid-related income supports have been made available but very significant groups have been left out. I acknowledge that many of these are important interventions to support the incomes of people who have been significantly affected in that they are...

Finance Bill 2020: Report Stage (2 Dec 2020)

Richard Boyd Barrett: 8 o’clock The argument has been made but I will make two brief points. Mr. Brendan Boyle, a Congressman from Pennsylvania, spoke on "Morning Ireland" on the day of Mr. Biden's victory. He was asked about Ireland's low corporate tax rate, tax breaks and so forth. He said that is not the main reason they are here. He was questioned quite hard by the "Morning Ireland" team that...

Finance Bill 2020: Report Stage (2 Dec 2020)

Richard Boyd Barrett: I will offer the Minister an example of something that was in the news today which indicates the need for some redistribution. Taking one of the tax breaks that currently go to wealthy executives in some of the big multinational corporations the Minister is talking about - the figures are broadly similar for some of these tax breaks - the special assignee relief programme, SARP, will cost...

Finance Bill 2020: Report Stage (2 Dec 2020)

Richard Boyd Barrett: Is there a limit on my time?
