Leaders' Questions. (28 Sep 2005)

Bertie Ahern: Throughout the summer Deputy Kenny has adopted a constructive approach at all times. I accept the way he has put the current situation in this issue. He is correct that it cannot be resolved other than by means of a thoughtful process of trying to engage. Needless to say, I have been dealing with this issue throughout July and since 25 August, when I returned, and I have talked with the...

Leaders' Questions. (28 Sep 2005)

Bertie Ahern: The Gas (Amendment) Act 2000 provides the legislative basis. This has been discussed many times and our advice throughout has been that it is totally compatible with the legal position. On the safety issues, I will not rehearse all that the Minister said yesterday but at all times during the entire process, all the necessary protections were put in place. People will have the opportunity to...

Written Answers — Cabinet Meetings: Cabinet Meetings (29 Jun 2005)

Bertie Ahern: I propose to take Questions Nos. 7 and 8 together. The costs arising to my Department for the Government meeting in City Hall, Cork, are estimated to be in the order of €6,000. This is accounted for mainly by support staff accommodation, overtime and expenses. The holding of Government meetings outside Dublin is very much welcomed by communities in the areas visited and we have achieved a...

Written Answers — EU Regulations: EU Regulations (29 Jun 2005)

Bertie Ahern: The question refers to the decision of the High Court of 6 March 2002 and the Supreme Court decision of 16 July 2003, and while the name of the case was not included in the parliamentary question, it would appear that it is referring to the decision of Vincent Browne v the Attorney General. The Supreme Court in this case decided that an EC regulation can only be transposed by regulations...

Order of Business. (29 Jun 2005)

Bertie Ahern: I will ask the Whip to contact the Chairman of the Joint Committee on Agriculture and Food with a view to arranging something. The time of the debate in this House cannot be changed but perhaps the committee can change the time of its meeting.

Order of Business. (29 Jun 2005)

Bertie Ahern: It is an important issue.

Order of Business. (29 Jun 2005)

Bertie Ahern: There are two issues. We have just had a vote on a Bill which passed all Stages in the Seanad where it was introduced and we now want to pass it in the Dáil. It is a short, technical Bill which was opposed even though it helps an Internet based aircraft register which will be based in Ireland. It was opposed not because Deputies were against the Bill but because the Chief Whip is trying to...

Order of Business. (29 Jun 2005)

Bertie Ahern: The energy (miscellaneous provisions) Bill will be published in the next few weeks. The Foyle and Carlingford fisheries Bill is also ready for publication. The sea fisheries Bill will be published in July. The employers (provision of information and consultation) Bill is also ready. The diplomatic relations and immunities (amendment) Bill has been approved by the Government and is awaiting...

Order of Business. (29 Jun 2005)

Bertie Ahern: The work permits Bill will put the existing employment permit administrative arrangements on a legislative basis. This Bill will be published today. The point I am making is that we could schedule our business to give more hours to dealing with legislation. The Whip's proposal is trying to move legislative time from 11.5 hours to 15 hours.

Order of Business. (29 Jun 2005)

Bertie Ahern: I think we can do it. We often watch interesting debates on the Adjournment at 9 p.m. which could easily be held in the morning and would be of far more benefit to everyone.

Order of Business. (29 Jun 2005)

Bertie Ahern: Yes. There would be a much better chance of the Minister turning up in the morning and someone might report it. If the House does not wish to change, I am quite happy to continue with the way we operate, even if it represents far more than any other Taoiseach ever did before.

Order of Business. (29 Jun 2005)

Bertie Ahern: We could improve the current situation. If everyone believes that it is fine the way it is, that is all right with me.

Order of Business. (29 Jun 2005)

Bertie Ahern: I am completely open to suggestions, but with such suggestions, the Opposition Members will want it all their way. They want the Government to accept these things. It does not work that way. If people want to have sensible dialogue, the Whip will be around most of the summer and he will be glad to hear from them. There must be a sense of give and take. People come with a shopping basket and...

Order of Business. (29 Jun 2005)

Bertie Ahern: We could switch around the business of the day and make it very productive if people were really interested. I do not mind and would like to see some changes made. It will not matter to me. I will do what I am doing. I was asked to make a change a few years ago and did so. I have been accommodating. It is nice to be here and a great honour. While this is a lovely place to be and all the rest...

Order of Business. (29 Jun 2005)

Bertie Ahern: It is up to Members to make changes or not.

Order of Business. (29 Jun 2005)

Bertie Ahern: He was here for two hours.

Order of Business. (29 Jun 2005)

Bertie Ahern: The Bill has been taken off the list. The Deputy will need to table a question to the Minister to find out when he wants to restore it.

Order of Business. (29 Jun 2005)

Bertie Ahern: I answered the question on the Postal and Telecommunications Services Bill but Deputies did not hear me because of interruptions. I said the Bill had been removed from the schedule. If the Deputy wants to find out what the Minister will do, he should table a question. It is not on the current list. The electronic communications (miscellaneous provisions) Bill is due later in the year while...

Order of Business. (29 Jun 2005)

Bertie Ahern: I understand the Bill is ready and ordered for Report Stage. I will raise it with the Minister.

Order of Business. (29 Jun 2005)

Bertie Ahern: There was a promise to debate the report in the House and it was honoured two weeks ago.
