Topical Issue Debate: Garda Recruitment (18 Jul 2013)

Kathleen Lynch: I thank Deputy O'Mahony for raising this matter, which I am taking on behalf of the Minister for Justice and Equality, Deputy Shatter, who is attending a Justice and Home Affairs ministerial meeting in Vilnius today. The House will be aware that the Minister announced on Monday that he had received sanction from his colleague the Minister for Public Expenditure and Reform, Deputy Howlin, to...

Topical Issue Debate: Garda Recruitment (18 Jul 2013)

Kathleen Lynch: That the number of new gardaĆ to be recruited will depend on staffing issues, including retirements, is to our advantage. It means we are not confined to a particular number. On the previous panel, this type of detail must be left to the Commissioner, who is more aware of the dedication required of a person in order to become a garda.

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

Kathleen Lynch: This amendment aims to remove from the definition of "appropriate institutions" those hospitals that are not owned by the Health Service Executive, HSE. The affect of accepting this amendment would be to exclude the three maternity hospitals and the large public multidisciplinary hospitals in Dublin, which are not owned by the HSE, from the ambit of the operation of this legislation. This...

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

Kathleen Lynch: This amendment relates to the provision of facilities for the intensive care of newborns in appropriate institutions under the terms of the Bill. I do not propose to accept it as it is not necessary. I am confident that if a newborn infant requires intensive care facilities nothing in this Bill will prevent that child from accessing those facilities.

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

Kathleen Lynch: I do not propose to accept the amendments but for good reasons. In addition, I do not believe they are necessary. Any orders or regulations made under this Bill will be laid before the Houses of the Oireachtas, which includes members of the Joint Committee on Health and Children. I agree with the Senator that it is important that this type of information is available. However, the Bill as...

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

Kathleen Lynch: I propose to deal first with amendments Nos. 6 and 8. The definition of "unborn" in the Bill provides protection to the unborn from the moment of implantation and ends on the complete emergence of the life from the body of the woman, in line with the Constitution. That is exactly the legal advice we got from the Attorney General, namely, this Bill has to be in compliance with the...
