- Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (28 Apr 2022)
Erin McGreehan: The witnesses are all very welcome to the joint committee. Forgive me if I am doubling up on questions; I was attending another committee meeting earlier. In her research, Dr. Bracken states that both parents were legally recognised in only 50% of the families. She also said there were omissions from the 2015 Act. I would like to be clear in my head that in 50% of cases both parents are...
- Joint Oireachtas Committee on International Surrogacy: Issues relating to International Surrogacy Arrangements and Achieving Parental Recognition: Discussion (28 Apr 2022)
Erin McGreehan: I have a question for Mr. Lennon and Mr. Kenny Moore. Dr. Bracken spoke about the incredible amalgamation of different pathways to becoming mammies and daddies. It varies from couple to couple, country to country, person to person and case to case. How best can the State help the witnesses, as parents, to become parents and move through the ethical surrogacy we want? We all want the...
- Seanad: An tOrd Gnó - Order of Business (26 Apr 2022)
Erin McGreehan: I want to stand to support my colleague, the Minister of State, Deputy Rabbitte, in her Department. We have to be very clear. It is a very sad state of affairs when a Minister of State requests a meeting with employees under her remit and that access is denied. We need to be very serious about these things. The independent republic of the HSE will have to come into the reality of our...
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Assisted Human Reproduction Coalition (21 Apr 2022)
Erin McGreehan: Stop it, Senator.
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Assisted Human Reproduction Coalition (21 Apr 2022)
Erin McGreehan: I thank everyone for their contributions. I was taken aback by them. Ms von Meding spoke about the different ways her children came into the world. Differences should be celebrated. That difference should never be a negative. I ask my children what they want to be and they say they want to be different. What the witnesses have done for themselves, their families, children, and other...
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Assisted Human Reproduction Coalition (21 Apr 2022)
Erin McGreehan: My feeling is not only that it should be or will be done, but that it has to be done. Yesterday, we spoke about the pathway to parentage and the parental order applications in the UK. Is there something we could improve on? Is that a good template for us to use in Ireland for those concepts to be translated into our law? What is the witnesses' view, based on their expertise?
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Assisted Human Reproduction Coalition (21 Apr 2022)
Erin McGreehan: Brilliant. I thank Ms O'Connell.
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Discussion (Resumed) (20 Apr 2022)
Erin McGreehan: I thank the witnesses for their contributions. They are helpful and confusing; each time I have a question. Our main goal is to ensure that pathways to parenthood, which the witnesses speak about, is something that this committee looks at to ensure that we have family protections, both existing ones and for the future. Some of my questions have been asked. If there was an immediate...
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Discussion (Resumed) (20 Apr 2022)
Erin McGreehan: Yes. What we are trying to do here is ensure we have ethical international surrogacy. Dr. Horsey said it is up to the judge to decide whether it was ethical. Is there guidance for that judge? Is there a list of things parents, agencies and everyone must adhere to during the process in order for that judge to make the parental order? Alternatively, is it solely in the judge's hands? What...
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Discussion (Resumed) (20 Apr 2022)
Erin McGreehan: My question is technical. It is a follow-up question on birth certificates and acknowledgement of the surrogate mother on a birth certificate. At present in the UK the birth certificate is rectified. The older birth certificate is put away and there is no record of the surrogate mother on the new birth certificate.
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Discussion (Resumed) (20 Apr 2022)
Erin McGreehan: Is there a move towards acknowledging the surrogate mother on the birth certificate? Is there any talk about acknowledging the way the child came into the world on a new type of birth certificate?
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Discussion (Resumed) (14 Apr 2022)
Erin McGreehan: Every time I enter this conversation I get confused, so forgive me. There is an endless range of different scenarios. Each surrogacy scenario is completely different. It may involve same-sex couples, those with a genetic link or without such a link etc. Dr. Mulligan mentioned that the surrogate should have those legal rights and I will follow up on what the Chair asked. Should the rights...
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Discussion (Resumed) (14 Apr 2022)
Erin McGreehan: Undertaking this means that people are entering into a different tier, or level, of parenthood. A genetic link is clear, where it is present. I do not want to pit a genetic mother against a non-genetic mother, but in situations where there is a genetic link, however, have there been cases in other countries where such a genetic link has been regarded as more matter of fact and where the...
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Discussion (Resumed) (14 Apr 2022)
Erin McGreehan: The legislation we are talking about in this context clearly refers to "birth mother" and "mother". In the Birth Information and Tracing Bill 2022 going through the Houses now, we have taken out the definition concerning "birth mother", which has given rise to many questions. Will doing that have an effect in Irish law? I refer to where the term "birth mother" is removed in one scenario,...
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Discussion (Resumed) (14 Apr 2022)
Erin McGreehan: I thank Dr. Mulligan for her answer.
- Joint Oireachtas Committee on International Surrogacy: Surrogacy in Ireland and in Irish and International Law: Discussion (Resumed) (14 Apr 2022)
Erin McGreehan: I will probably have more questions when I get home and digest some of this. I apologise for that. I thank Dr. Mulligan very much. It is good to thrash out some of this information because we do have to legislate for the reality and whatever issues people have, the reality is that children and families are living in an unsound legal framework. We must make sure we deal with that. Whether...
- Seanad: An tOrd Gnó - Order of Business (7 Apr 2022)
Erin McGreehan: This morning, the Minister for Rural and Community Development launched the 2022 Tidy Towns competition and I wish all the Tidy Towns committees the very best of luck. I congratulate them on all their tireless work every week to make our towns and villages and byroads and high roads aesthetically better. They foster such community spirit and greatly improve our communities. Nevertheless, I...
- Joint Oireachtas Committee on Disability Matters: Implementation of the UN Convention on the Rights of Persons with Disabilities: Discussion (7 Apr 2022)
Erin McGreehan: I welcome our guests. It is lovely to see them all in attendance. I was taken aback by what Mr. Sinnott quoted a departmental official as saying about us having to live in the real world. That official, I am afraid, is not living in the real world and needs to read up on his brief, whoever he was. It is disappointing to hear of that attitude among departmental officials. I was...
- Joint Oireachtas Committee on Disability Matters: Implementation of the UN Convention on the Rights of Persons with Disabilities: Discussion (7 Apr 2022)
Erin McGreehan: Given out guests' expertise, I was asking whether there is a problem in regard to that grey area. I do not have a problem but I was wondering whether there is a general one.
- Joint Oireachtas Committee on Disability Matters: Implementation of the UN Convention on the Rights of Persons with Disabilities: Discussion (7 Apr 2022)
Erin McGreehan: Media reports have suggested there was confusion whereby personal assistants have not been allowed to attend political meetings, following an incident a couple of years ago. I am asking for Ms Browne's expert opinion. Given PA service has not been legislated for, I considered it a grey area.
