Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: You have already said it. What is a framework that works and that we can put in play now? I do not expect the witnesses to deal with the fact that there is a wider issue that involves nearly every service and Department. We are not looking at this in any way shape or form. We are not in any way serious about dealing with drugs.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: I spoke to somebody who was a heroin and crack addict at one stage and who was able to turn it around. They said they were not able to get treatment in Ireland because at the time they could only get methadone. Basically, they went abroad and were able to deal with their problem. There is a drug that they spoke about. I am going to pronounce it wrong. Is it Subutex or something?

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: This would have been prior to that.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: Even a few years ago, before the Taliban decided how to deal with heroin, a local dealer told somebody after they had lost their partner, "Don't worry about the cost or whatever. I don't have a whole pile of heroin at the minute but I've plenty of crack." This is my last question. Have the witnesses come across and increase in the use of fentanyl recently?

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: I believe that is filling the gap.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: I may not have been clear earlier with regard to decriminalisation. I am not saying that you do not enter into something unless you have a spectacular, utterly perfect framework. If we wait for that, we will never do anything. I accept that everything we have done to date has not dealt with this situation. Mr. Murray, among others, spoke about the need to introduce that framework in...

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: The number is related to this but people have come to me in the last while about the kids.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: It is a separate question.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: Has Dr. Kenny seen an increase in kids doing this in the last while?

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: I have seen it. I suppose it is about looking at a means of dealing with it.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: We are now dealing with far more intergenerational addiction and I know that anyone involved in youth services would say that where once a child could go to their grandmother, they cannot necessarily do that now. That is an awful thing to say. That means greater levels of supports are necessary to help people when they find themselves in these circumstances. We know that we do not have...

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: Again, it is about the need for that framework. What we need now is a hell of a lot more complex than what we needed ten years ago and we obviously do not have it.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (19 Sep 2024)

Ruairí Ó Murchú: If we are serious about this, we are into early interventions in families and communities. We know what we need to do and that is breaking poverty and diverting people. In an awful lot of cases, youth diversion is worth doing, but in some cases it is too late. In fairness, that is what Dr. Quinlan said about benzos. We can stop people going down particular roads while accepting that there...

Written Answers — Department of Culture, Heritage and the Gaeltacht: Film Industry (19 Sep 2024)

Ruairí Ó Murchú: 23. To ask the Minister for Culture, Heritage and the Gaeltacht if she will provide an update following the recent holding of a stakeholders forum for section 481; and if she will make a statement on the matter. [36973/24]

Written Answers — Department of Housing, Planning, and Local Government: Housing Schemes (19 Sep 2024)

Ruairí Ó Murchú: 97. To ask the Minister for Housing, Planning, and Local Government if he will provide an update on plans for affordable housing schemes in County Louth; if there has been a review of the affordability criteria for this scheme; and if he will make a statement on the matter. [36969/24]

Childcare: Motion [Private Members] (18 Sep 2024)

Ruairí Ó Murchú: Sinn Féin remains absolutely committed to delivering a public model of childcare, but we cannot wait on the perfect - things have to get better. While I accept there have been changes, parents and children need us to ensure we deal with the issues of affordability, accessibility and availability. Those are vital. Our plan is straightforward, namely, €345 million to deliver...

Ceisteanna - Questions: Cabinet Committees (18 Sep 2024)

Ruairí Ó Murchú: Mobile devices across Lebanon, whether pagers or two-way radios, exploded indiscriminately, killing 12, including two children, and injuring thousands. Obviously, this was a clear attempt by Israel to escalate the situation and further destabilise the region, and an attempt to distract from the genocide it is committing in Gaza. In February of this year, the then Taoiseach, Deputy Varadkar,...

Ceisteanna - Questions: Cabinet Committees (18 Sep 2024)

Ruairí Ó Murchú: I raise the issue of the Drogheda department of psychiatry in Crosslanes. Planning permission has been granted for a ten-bed extension. The significant issue in Louth-Meath is historically poor bed provision. We are operating at around 12.9 beds per 100,000, whereas in the rest of the State it is more like 15 or 16 beds per 100,000. We need a timeline for that. The Mental Health...

Ceisteanna - Questions: Cabinet Committees (18 Sep 2024)

Ruairí Ó Murchú: I am taking this question on behalf of Deputy McDonald. The Taoiseach will accept that it has been difficult time for supporters of Dundalk Football Club. I wish the new consortium led by John Temple, which has taken over the club, well. We are at the beginning of a process. Dundalk FC could have gone to the wall, which would have impacted on the integrity of the entire league. There...

Ceisteanna - Questions: Cabinet Committees (18 Sep 2024)

Ruairí Ó Murchú: According to the Housing Commission report, we need at least 300,000 new homes in the next five years, which is an average of 60,000 per year. Has the Taoiseach or the Minister for housing met the Housing Commission or do they have plans to meet it? Have they sought a briefing from the commission or its officials on its report? Does the Taoiseach accept the report's two key...
