Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: What can Dr. Stanley say today to allay the fears of people who can see the vulnerability of our subsea infrastructure and the impact it might have?

Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: Is particular preparation being done for next year in the event of all the EU member states gathering here?

Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: I thank Dr. Stanley.

Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: Do private companies or private entities share the results of their resilience testing with your Department, Dr. Stanley, or what legislation would be required to ensure that that happened? Obviously, it is critical to what we are trying to achieve here.

Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: But what I am asking is whether there is any legal obligation on any of these private entities to share that resilience testing in real time, or are we just depending on them to co-operate?

Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: The question is just to ensure that that legislation is robust enough to give us confidence that that information is shared with the appropriate people in government in real time. Has your Department also looked at alternative supply chains for energy as part of the work it is doing?

Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: Obviously, this has to be done on an all-island basis, so what co-operation is there between the Executive in the North and the Department here?

Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: Are you confident that we are building the sufficient in-house expertise to be able to deal with all these challenges in order that we are building that up over time rather than relying on external expertise?

Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: Naturally, but in conjunction with that, it is very important that we build up our own expertise over time in order that we end up in a situation where we are not overly reliant on external consultants for advice, notwithstanding the co-operation with other countries that is necessary. Is there anything more Dr. Stanley would like to say?

Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

Rose Conway-Walsh: Obviously protecting our fishing industry is also important in that context. On behalf of the committee, I thank the witnesses for their engagement this morning. We will suspend briefly to allow our witnesses to leave and then we will go into private session.

Rose Conway-Walsh: 184. To ask the Minister for Health for an update on safe staffing levels in the emergency department at Mayo University Hospital; the plans to address recruitment and retention at the emergency department; and if she will make a statement on the matter. [52554/25]

Situation in Gaza: Statements (1 Oct 2025)

Rose Conway-Walsh: At the outset, I acknowledge the protesters who gather every weekend around this country, and what the Irish people have done to stand up for Palestine and what they continue to do. I want to acknowledge that in the House today and thank them for it. I extend deepest solidarity to the Palestinian people who are living under unimaginable and horrific suffering and starvation at the hands...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (1 Oct 2025)

Rose Conway-Walsh: I want to talk to the Minister about the defective concrete block legislation once again. We have been back for three weeks. Each week I look at the programme for the week and each week my colleague Deputy Mac Lochlainn, the Sinn Féin Whip, asks for the legislation to come before us here, to the House, to be able to be dealt with. We are in a situation where homeowners are still...

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Rose Conway-Walsh: I am keeping my eye on the screen for Questions on Promised Legislation. My first question is for Ms Finn. It is very alarming that after two years, only 7% of the smart regions enterprise innovation scheme fund has been drawn down. We all agree that more needs to be done to support small and medium-sized businesses yet we have a scheme here with only 7% drawdown. Why is that?

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Rose Conway-Walsh: I apologise if I seem rude because I have one eye on the screen. Were the enterprise hubs involved in the design of the scheme?

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Rose Conway-Walsh: Surely that is the fault. This is the fault over and over again. The weakness in these schemes is that the people or entities these schemes set out to target and to help are not involved in setting them up. It is very obvious that people who are one step or several steps removed are designing something that just does not work.

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Rose Conway-Walsh: That is it, exactly. It is not rocket science.

Joint Oireachtas Committee on Enterprise, Tourism and Employment: Competitiveness and the Cost of Doing Business in Ireland: Discussion (Resumed) (1 Oct 2025)

Rose Conway-Walsh: It is a question of involving the people we are trying to target to help in the design of the scheme. It would save so much money on nonsense and administration. I will save my question for ISME until the second round if that is okay. As a committee, we need to address what the witnesses have brought before us today.
