Seanad: Commencement Matters: Local Authority Housing Provision (21 Oct 2015)

Mary Moran: I have done that.

Seanad: Order of Business (21 Oct 2015)

Mary Moran: I would like to reiterate my sympathy to the family, friends and Garda colleagues of Garda Tony Golden. The scene last Thursday in my local parish church was one of devastation and immense grief that another member of the Garda Síochána had been gunned down in cold-blooded murder. When I visited the family last week Tony Golden's wife and mother-in-law pleaded with me to ensure...

Seanad: Order of Business (21 Oct 2015)

Mary Moran: It was unbelievable to see people, some of whom knew the Golden family and others who did not, coming together and doing whatever they could to help, including making tea, providing refreshments, directing traffic and so on. It was a proud moment, if one could take anything at all from it. I hope that in the long term it will be a source of comfort to the family. Blackrock is renowned for...

Seanad: Order of Business (14 Oct 2015)

Mary Moran: I welcome the budget. One cannot please all of the people all of the time but I believe last night's debate was very well rounded, particularly in the context of the areas for which I am a spokesperson, namely, education and disability. We have greatly improved. One of the most difficult things that occurred since I became a member of the Seanad was the cut to the respite care grant. I...

Seanad: Order of Business (14 Oct 2015)

Mary Moran: There is also the funding for travel, which is great. While there are plenty of pluses, there are other things we would all love to have seen included. However, I think it is a well-rounded budget and that it has something for everybody. Reference was made to housing. I would welcome a debate on this matter with the Minister for the Environment, Deputy Alan Kelly, and suggest that he be...

Seanad: Order of Business (13 Oct 2015)

Mary Moran: I add my words of sympathy to all the families affected by the dreadful weekend of tragedies. I convey my sympathies to the families of the ten people who lost their lives in the horrific accident in Carrickmines. As Senator Mullins stated, we must also praise the members of the emergency services who arrived at a horrific scene on Saturday. I also express sympathy to the family of the...

Joint Oireachtas Committee on Education and Social Protection: Mathematics Learning Support: Irish Mathematics Learning Support Network (7 Oct 2015)

Mary Moran: I thank the representatives of the network for attending. It was at my invitation and I apologise profusely for being late. This is positive mental health week. It is physically impossible to be in two different places at once. The Minister visited Dundalk this morning to launch an art exhibition but I got back as quickly as I could. I am familiar with the work of the network and I...

Seanad: Order of Business (6 Oct 2015)

Mary Moran: I, too, welcome the nomination by the Labour Party of Maíria Cahill as its candidate in the Seanad by-election. I have already made known my views on her suitability in that regard. She would be a great asset to the Seanad. I welcome also the Fianna Fáil announcement that it, too, will be nominating a candidate, which is very good for democracy. This Saturday is Positive Mental...

Seanad: Order of Business (6 Oct 2015)

Mary Moran: The Louth Hospital in Dundalk was downgraded to ensure that Our Lady of Lourdes Hospital would become a centre of excellence. It is now recognised as probably the worst hospital in the country. The latter is in no way due to the staff, who are excellent.

Seanad: Order of Business (6 Oct 2015)

Mary Moran: That is not true. The Senator cannot surmise about matters in that way.

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: I have a question.

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: It concerns the percentage of the target population to whom psychologists from NEPS, the National Educational Psychological Service, have been assigned. I could be misreading this. It goes from 0.95% to 99.7% of the target. Underneath that, there is a figure for the percentage of schools assigned NEPS psychologists. Is that 99.4%?

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: All schools have access to it, but I am constantly getting representations from people who cannot get the actual psychology reports. Schools are limited to two reports - for two children - so I do not see how the figure can be 99%. The school might have access to NEPS, but the children in the school are not getting the psychological reports. Reports I get seem to suggest that.

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: I note that the Minister talks about schools having access. I know one case in which a family was told they could have the assessment in the middle of June, when the child was leaving the school. There is a huge problem there, when one looks at the figures, with children who need a psychological report having to wait for an entire academic year. Capital funding specific to education...

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: For how long has the Department been waiting for the information from the HSE?

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: I want to make a few points. Will the Minister explain what comes under the miscellaneous category on the appropriations-in-aid page? There is €6.1 million, €6.2 million and €6.4 million in the miscellaneous column. Also, regarding secondments and overpayments, are there many overpayments? What happens in that respect? My next question is for the Minister of State,...

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: Who would get a grant and would not spend it?

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: I totally get that-----

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: -----but I think going to the point of who decides, and should the parent not have help-----

Joint Oireachtas Committee on Education and Social Protection: Estimates for Public Services 2015: Vote 26 - Department of Education and Skills (30 Sep 2015)

Mary Moran: If someone is sick he or she cannot be diagnosed or prescribed treatment by a doctor unless the doctor meets and examines the person, so I do not see why people should decide-----
