Local Authority Services (2 Feb 2012)

Phil Hogan: As a Kilkenny man I am delighted to be able to bring about that reunification because the Deputy has a protectionist mentality about north and south Tipperary-----

Local Authority Services (2 Feb 2012)

Phil Hogan: -----that I am not bulldozing. I am taking my time. The Deputy looked for answers today and I told him I would give him some on local government in County Tipperary in two months time, which is a reasonable length of time. Equally, there are people with the skills required to bring about savings and administrative structures in local government. Not everybody has the skills, including the...

Political Reform (2 Feb 2012)

Phil Hogan: The Government in 2011 set out a broad and ambitious programme for political reform. Responsibility for this rests with a number of Ministers. My responsibility is in the areas of electoral and local government reform. On 15 December 2011, I published the Electoral (Amendment) (Political Funding) Bill. This makes provision for the restriction of corporate donations, a reduction in the...

Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Second Stage (2 Feb 2012)

Phil Hogan: The Electoral (Amendment)(Political Funding) Bill, which I am commending to the House, while not the longest legislation the Seanad has ever debated, is one of the most significant. When enacted, it will change fundamentally the way politics is funded and conducted in Ireland. Corporate donations will be severely curtailed, the books of political parties will be opened up to public...

Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Second Stage (2 Feb 2012)

Phil Hogan: The Bill will directly respond to the recommendations to which I refer. It will also address recommendations made in the Moriarty Tribunal report which was published in 2011. The Bill is an important step towards achieving a significant improvement in the balance of representation in the Dáil between men and women. When citizens consider our national Parliament, they should see something...

Seanad: Electoral (Amendment)(Political Funding) Bill 2011: Second Stage (2 Feb 2012)

Phil Hogan: I am sure the Senator will ensure that the students who vote for him in Seanad elections will use such donations for those very purposes. Provision is made for the establishment of a register of corporate donors. This register will be published so that people, particularly voters, will know which corporate donors are intending to provide funds to political parties, election candidates or...

Seanad: Water Services (Amendment) Bill 2011 [Seanad Bill amended by the Dáil]: Report and Final Stages (1 Feb 2012)

Phil Hogan: The Government amendments Nos. 1 and 2 are being taken together. In amendment No. 1, in page 6, I am deleting lines 28 to 30. In response to requests made during the debate in both Houses, and initially in this House, I have accepted that it would not be appropriate to retain on a record to be made available to the public, details of prosecutions brought for non-compliance with the...

Seanad: Water Services (Amendment) Bill 2011 [Seanad Bill amended by the Dáil]: Report and Final Stages (1 Feb 2012)

Phil Hogan: I have indicated my observations on amendment No. 1 and the explanation for deleting those lines. Amendment No. 2 states: "In page 6, line 32, "(h) such other" deleted and "(g) such other" substituted". The amendment is necessary to correct the format in light of the deletion of the Bill's original subsection (g). What was subsection (h) will now become subsection (g).
