A notice would not need to be put in a newspaper saying that X intended to apply to An Bord Pleanála for pre-application consultation.

Steven Matthews: I am just suggesting it, as it might be helpful for the public to be aware that there is some sort of substitute development happening on a site that may have required substitute consent for years. It would be a pre-warning or pre-notification to people.
