- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)
Michael Creed: There is a willingness in principle here, though the situation with budget 2018 will be difficult. We need to work with the IHRA now to get it to the point where we can have confidence in it as a body. It is not that anything that they have done to date reflects poorly on them - not at all. Far from it. As I said, the enthusiasm of the association is infectious. It has been running this...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)
Michael Creed: It was received at the end of May. The Department had to conduct its own evaluation and was then in contact with the association. We had to evaluate it. It was not simply a case of getting a report one day and acting on it the next. There was no undue delay.

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)
Michael Creed: I am anxious to work with the Irish Harness Racing Association. I acknowledge the commitment to this among committee members. We did not delay but bear in mind that Indecon clearly states the funding the Senator is asking me to commit to the association is not something that I should offer as an inducement to comply with the Indecon recommendations. The report states that the funding the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)
Michael Creed: What we are offering to the Irish Harness Racing Association is not just the potential access, pending compliance with the Indecon report, to the immediate seed capital requirement of €770,000. The Indecon report provides for the potential of a long-term strategic relationship between the Department and Irish Harness Racing Association. It is my personal belief that if the report had...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)
Michael Creed: The issue of integrity in greyhound racing was raised. This issue hit the public airwaves again recently. I will preface my comments by pointing out that it is not useful to dwell on an individual case. We have an interest in ensuring integrity. That is at the core of the legislation we are discussing. There are issues around what appropriate levels of drug residue should be in the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)
Michael Creed: I expect it will deal with not just the legislation but also the efforts to date in the context of the existing framework under which it operates.

- Written Answers — Department of Agriculture, Food and the Marine: Fodder Crisis (21 Nov 2017)
Michael Creed: It is clear that Weather conditions over much of this Autumn have been challenging for farmers and created difficulties for farmers particularly in the Western regions and on heavier land types. Grass growth rates this year have been ahead of last year. However the poor weather resulted in cattle being housed earlier than normal in places, particularly on the heavier...

- Written Answers — Department of Agriculture, Food and the Marine: EU Programmes (21 Nov 2017)
Michael Creed: As the Deputy is aware, there has been significant recourse to intervention for skimmed milk powder (SMP) across the EU since September 2015. There are now approximately 363,000 tonnes of SMP in public intervention stocks. The use of intervention during a turbulent period for the dairy sector provided a welcome safety net for producers in Ireland and across the EU. Whilst the overall dairy...

Michael Creed: The fishing industry is a key priority for this Government and my officials and I are constantly engaged in protecting and enhancing the interests of that industry across a wide range of issues at all levels within the EU. Obviously a key issue is Brexit and the potential implications arising from that but there are also a host of other issues of concern and interest to the Irish fishing...
- Written Answers — Department of Agriculture, Food and the Marine: Trade Agreements (21 Nov 2017)
Michael Creed: Market access for meat and dairy products can be made by the EU for either all, or a number of, Member States such as in the case of meat access to Canada. However, most often this market access is agreed bilaterally between the Department and its equivalent competent authority in a Third Country. This was the case in relation to Ireland gaining beef access to the USA in 2015, the first...
- Written Answers — Department of Agriculture, Food and the Marine: Fodder Crisis (21 Nov 2017)
Michael Creed: The Imported Fodder Transport Scheme 2013 was implemented to reduce the cost to farmers of imported forage (hay, silage, haylage). The aid was targeted at the cost of transport into the country, thus reducing the cost to farmers of a bale of hay by approximately one third. In view of the prevailing circumstances the quickest and most effective method of ensuring the supply of fodder to those...
