Written Answers — Department of Agriculture, Food and the Marine: Pesticide Use (22 Nov 2017)

Michael Creed: In 2013 a partial restriction on neonicotinoid insecticides was introduced in the EU due to concerns about possible impacts on pollinators. My Department has fully implemented the Commission decision in relation to these compounds. Neonicotinoid insecticides, like all insecticides, can be harmful to bees but there is conflicting scientific evidence regarding the conditions under which they...

Written Answers — Department of Agriculture, Food and the Marine: Fishing Vessel Licences (22 Nov 2017)

Michael Creed: The European Union (Common Fisheries Policy) (Point System) Regulations 2016 (S.I. No. 125 of 2016) establishes a point system, which will apply to the Licence Holder of a sea-fishing boat when a serious infringement of the Common Fisheries Policy is detected.  It is intended that the new Statutory instrument which I intend to sign shortly will replace S.I. No. 125 of 2016 to change...

Written Answers — Department of Agriculture, Food and the Marine: Severe Weather Events Response (22 Nov 2017)

Michael Creed: Following a challenging period, the dairy sector has experienced positive trends this year in terms of raw milk and specific commodity prices, particularly for butter. I am confident that, as market demand for safe, sustainable, high quality dairy products in expanding global markets increases, the Irish dairy sector, from the farm gate to the further reaches of the supply chain, will...

Written Answers — Department of Agriculture, Food and the Marine: Brexit Documents (22 Nov 2017)

Michael Creed: As Minister for Foreign Affairs and Trade with special responsibility for Brexit, Minister Coveney has responsibility for coordinating the whole-of-Government response to Brexit. In this capacity, he is working closely with his colleagues across Government to address the many challenges resulting from Brexit. This cooperation also involves the relevant State Agencies. Work at Cabinet...

Written Answers — Department of Agriculture, Food and the Marine: Brexit Issues (22 Nov 2017)

Michael Creed: The report referred to is a useful contribution to the research and analysis on the potential implications of Brexit for the agri-food and fisheries sectors. It confirms that Ireland will be the most severely affected of the EU27 Member States, and that the agri-food sector is the most exposed sector of the economy. This is because of its particular reliance on the UK market and the highly...

Written Answers — Department of Agriculture, Food and the Marine: GLAS Data (22 Nov 2017)

Michael Creed: The information requested is detailed, is being collated and will be forwarded to the Deputy as soon as possible. In relation to GLAS the Department aims to pay as many farmers as possible their 2017 advance payment. This is dependent on all applicants providing the necessary material to qualify for payment. All GLAS applications must pass regulatory controls and validations as is the...

Written Answers — Department of Agriculture, Food and the Marine: Legislative Programme (22 Nov 2017)

Michael Creed: As stated by the Deputy, the draft General Scheme of the Bill has progressed through the pre-legislative scrutiny phase. It is hoped that a memorandum will go to Government in the coming weeks, which will request approval to publish the updated General Scheme and to submit it to the Office of Parliamentary Counsel for drafting.

Written Answers — Department of Agriculture, Food and the Marine: Greyhound Industry (22 Nov 2017)

Michael Creed: Bord na gCon is a commercial State body, established under the Greyhound Industry Act, 1958, chiefly to control greyhound racing and to improve and develop the greyhound industry. Bord na gCon is a body corporate and a separate legal entity to the Department of Agriculture, Food and the Marine. Bord na gCon has informed me that it has systematically worked through the recommendations...

Topical Issue Debate: Fodder Crisis (21 Nov 2017)

Michael Creed: I thank the Deputies for raising the matter. Deputy Collins is probably familiar with my constituency, as I am with his. He would know that there is a lot of heavy ground, especially in western Duhallow and up to the Limerick border. I acknowledge the difficulties faced by any farmer who has been farming on heavy ground in a year in which there has been exceptionally high rainfall. I...

Topical Issue Debate: Fodder Crisis (21 Nov 2017)

Michael Creed: As I know we are all aware, weather conditions over much of this recent autumn, especially early on in the season, were quite challenging. These conditions created difficulties for farmers, particularly in parts of the west on heavier land types. On the other hand, grass growth rates through the autumn and most of the year were ahead of last year. However, due to the higher than average...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)

Michael Creed: I apologise for being late. I am not sure what the protocol is, but I was scheduled to be here at 6 p.m. I contacted the secretariat because I was also dealing with a Topical Issue in the Chamber.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)

Michael Creed: The horse and greyhound racing industries occupy a key position in the sporting and social landscape. As a nation, we have a strong affinity not just with racing but also with the social scene at its core. One of the overarching objectives of the Government is to ensure that the horse and greyhound racing industries achieve maximum potential and, in so doing, contribute to economic and...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)

Michael Creed: I thank Senator Paul Daly and Deputies McConalogue and Cahill for their observations and questions. I might deal with the last point on harness racing first. It is true to say that the Indecon report, which now charts the blueprint and the roadmap for the sector, was probably conceived in these committee rooms in the context of the Horse Racing Ireland legislation. As the committee will...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)

Michael Creed: I share Deputy Cahill's view that tracks, whether greyhound or horse racing, would be far poorer places and less colourful without the presence of course bookmakers. I do not think that anyone wants a situation where the only option available is the tote. It is an issue that Horse Racing Ireland has been considering and there has been engagement with bookmakers on the matter and I hope a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)

Michael Creed: No.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)

Michael Creed: It is a fabulous word.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)

Michael Creed: I confess that I had to be educated about the meaning of hypothecation.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)

Michael Creed: I will take up the comments on harness racing. The point has been made that the Department delayed or had some mischievous intent to delay the publication of the report. This was not the case. We commissioned the report in good faith and we recognise the potential of the IHRA to become the kind of body with which we can engage in a structured way and into which we confidently invest...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2017: Motion (21 Nov 2017)

Michael Creed: I appreciate that. I would much prefer that they now reflect and build the structure appropriately rather than rushing headlong into something that will not stand up to scrutiny. The Department and its officials are available to engage and work with them to get them to that point. The Deputy will appreciate, however, that we cannot commit public funds without having that work done.
