- Seanad: Order of Business (14 Dec 2011)
Mark Daly: There is no guarantee that we will succeed, but their work on behalf of Irish citizens seeking to be made legal in America is to be commended by the House. I ask for a debate on the matter in the near future.
- Seanad: Fiscal Responsibility (Statement) Bill 2011: Second Stage (14 Dec 2011)
Mark Daly: I welcome the Minister of State back to the House. On the last occasion I spoke to him in the House we were dealing with Fianna Fáil's Bill on homeowners in mortgage difficulty, at which time I suggested there was a wink and a nod that the Bill was worthy of progression. I regret his colleagues did not take the hint and that the Bill failed to receive support. Despite promises made at the...

- Seanad: Fiscal Responsibility (Statement) Bill 2011: Second Stage (14 Dec 2011)
Mark Daly: There are plenty of measures contained in the budget. While I do not suggest Fianna Fáil's Bill was the panacea for all mortgage problems, had it been greeted with the chorus of "there is merit in some of the proposals which can be rectified on Committee Stageââ
- Seanad: Fiscal Responsibility (Statement) Bill 2011: Second Stage (14 Dec 2011)
Mark Daly: I am glad to have obtained the learned opinion of Fine Gael and the Labour Party. I could be wrong, but amendments are made to most Bills as they progress through the Houses because they are not as good as they should be, including Government Bills.
- Seanad: Fiscal Responsibility (Statement) Bill 2011: Second Stage (14 Dec 2011)
Mark Daly: I thank the Senator for pointing that out to me. We are now being promised the same on this Bill. It is not Senator Sean D. Barrett who will be writing our fiscal responsibility legislation. There is no doubt that it will be written by civil servants in Germany and elsewhere in Europe. I look forward to its introduction. It was said to me today that if some of it were to be written in...
- Seanad: Fiscal Responsibility (Statement) Bill 2011: Second Stage (14 Dec 2011)
Mark Daly: It is great that the advice of the Attorney General will be sought. Fianna Fáil will be supporting this Bill. There is no one more qualified in the Houses of the Oireachtas or any Department than Senator Sean D. Barrett to bring forward this legislation. It is regrettable that the Government has seen fit, while applauding some of the measures contained in the Bill, not to support it.

- Seanad: Order of Business (8 Dec 2011)
Mark Daly: Like my colleagues, I look forward to the debate on the forthcoming referendum on the abolition of the Seanad. We must make the case that this House has a role to play. In this regard, I welcome the Leader's efforts to persuade his colleagues in Government that the Seanad should have a primary role in the scrutiny of EU legislation. As I have pointed out before, 138 pieces of European...
- Seanad: Order of Business (8 Dec 2011)
Mark Daly: Yes. I am calling for a debate on the Ballymurphy massacre. One of the most disturbing aspects of the case was that a priest, Fr. Hugh Mullan, was killed while waving a white cloth, an image familiar to us from photographs of the scenes in Derry on Bloody Sunday.

- Seanad: Order of Business (7 Dec 2011)
Mark Daly: I support my colleague, Senator Fiach Mac Conghail, in his call for a debate on the proposed changes in respect of the disability allowance. I hope the House will see its way to facilitating that debate rather than accepting the proposal from the other side of the House that we wait for the departmental officials to do the driving and come back with their considered view. I propose an...
