Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of Taxi Regulation (Amendment) (Rickshaw) Bill 2018: Discussion (28 Nov 2018)

Dessie Ellis: The problem is that it amounts to unfair competition. What we are doing in that case is allowing someone to barter. If that is what we end up with, I think it would be very unfair to people who use meters.

Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of Taxi Regulation (Amendment) (Rickshaw) Bill 2018: Discussion (28 Nov 2018)

Dessie Ellis: On the rules of the road and safety, will we lay down some rules that anyone who carries passengers must do safety courses and pass the rules of the road? It is important that we have some sort of regulation around how they deal with traffic lights and all of these issues because it would be madness to put a Bill through without having such a guide.

Joint Oireachtas Committee on Housing, Planning and Local Government: Financing of Social Housing: Discussion (14 Nov 2018)

Dessie Ellis: I thank Ms Bryce for her opening presentation. She spoke a great deal about the regeneration PPPs. I will refer to the Scribblestown scheme in Finglas which is to start before Christmas. As far as I am aware, it is 100% social housing. During the years the reputation of PPPs has not been great in terms of delivery and how they have been operated. I am trying to figure out how this one...

Joint Oireachtas Committee on Housing, Planning and Local Government: Financing of Social Housing: Discussion (14 Nov 2018)

Joint Oireachtas Committee on Housing, Planning and Local Government: Financing of Social Housing: Discussion (14 Nov 2018)

Dessie Ellis: I am not asking Ms Bryce to comment on it. I am just aware of it.

Joint Oireachtas Committee on Housing, Planning and Local Government: Financing of Social Housing: Discussion (14 Nov 2018)

Dessie Ellis: Effectively, Ms Myler is saying building low rise apartments blocks on greenfield sites will work out more cheaply. There are restraints in terms of the time developers have to get everything done before they get people in and recover their costs. It would be cheaper to build three or four-storey buildings on greenfield sites. Much of the problem arises in the city, for example, where...

Housing Emergency Measures in the Public Interest Bill 2018: Second Stage [Private Members] (13 Nov 2018)

Dessie Ellis: Táim ag tabhairt tacaíochta don Bhille seo. Sílim go bhfuil sé thar am gearrchéim tithíochta a ghlaoch. I welcome the Bill and thank Deputy Healy and his colleagues for bringing it forward. It aims to acknowledge and affirm what common sense as well as the national statistics on homelessness, housing and the rental sector tell us, namely, that there has been a...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Brexit Supports (18 Oct 2018)

Dessie Ellis: I thank the Minister for her response but information that Sinn Féin has received shows a very poor uptake of Brexit business supports to date. A response to a parliamentary question shows that, up to last month, just ten SMEs had availed of the Brexit loan, drawing down just €2.49 million, which is less than 1% of the total €300 million pot. In addition, we have been...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Brexit Supports (18 Oct 2018)

Dessie Ellis: In the budget last week, a new loan scheme for businesses, the future growth loan scheme, was announced. Why would we announce and introduce such a scheme when the current one is clearly not working? The current one, worth €300 million and announced in budget 2018, has helped only a tiny handful of businesses. I acknowledge the Minister said there are applications outstanding and...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Brexit Supports (18 Oct 2018)

Dessie Ellis: My colleague, Deputy Michael Quinlivan, sends his apologies as he could not make it this morning. Will the Minister outline the effectiveness of the Brexit business supports available such as the market discovery fund and the Brexit loan scheme? Is she concerned about the low uptake of these supports? What are her plans to increase the uptake and will she will make a statement on the matter?

Road Traffic (Quads and Scramblers) (Amendment) Bill 2017: Second Stage [Private Members] (17 Oct 2018)

Dessie Ellis: I am disappointed that the Government and its partners in Fianna Fáil are opposing the Bill and preventing its progress to the next Stage. I, too, took legal advice from senior counsel on this issue who outlined the problem that we have identified. I have made it clear that Sinn Féin is open to amendments to the Bill that would address whatever concerns the Government or Attorney...
