Michael McDowell: The Department, therefore, wishes to delay the introduction of this legislation pending the outcome and evaluation of the voluntary arrangements. I am aware it is hard for some people to accept that it is sometimes better to achieve ends by means of voluntary agreements than by compulsory legislation.

We all live in a constitutional democracy and Article 9 of the Constitution states that loyalty to the State is the fundamental duty of every citizen.
