Saincheisteanna Tráthúla - Topical Issue Debate: Social and Affordable Housing Provision (24 Oct 2018)

Jim O'Callaghan: Can I explain why, in this situation, there is a role for the Minister? The SDZ was unusual because it provided for 25% social and affordable housing. The law only provides for 10%. The reason that was permitted, and Dublin City Council went along with that 25% requirement, was because the council was led to believe an arrangement had been reached between the Department and the receiver...

Saincheisteanna Tráthúla - Topical Issue Debate: Social and Affordable Housing Provision (24 Oct 2018)

Jim O'Callaghan: This issue concerns the ongoing failure of the Government to fulfil a commitment it gave to the people of Dublin and the people of Ringsend and Irishtown in particular that 900 affordable houses would be constructed on the Irish Glass Bottle site. I welcome members of the Irish Glass Bottle Housing Action Group to the Public Gallery. I note that although I am pleased to see the Minister of...

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: I thank the delegates for coming, in particular the new Garda Commissioner as it is his first time here. I wish him all the best in the job. He has only been Commissioner for two months or so, but what is his assessment of the force?

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: In comparison with the PSNI, with which the Commissioner worked before, are there weaknesses in An Garda Síochána that stand out to him? When he became Commissioner, did he think: "God, we did much better in the PSNI"?

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: Does the Commissioner think An Garda Síochána is a disciplined force?

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: The Commission on the Future of Policing in Ireland recommended doing away with the Policing Authority and transferring its functions elsewhere. That is obviously not a matter for the Commissioner to determine but the Oireachtas. However, what is his assessment of the Policing Authority from his engagement with it? Does he think it is a body that is worth preserving?

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: That is a fair point.

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: I agree with the Commissioner when he refers to the last chapter of Mr. Justice Charleton's report which sets out the obligations of members of An Garda Síochána. That is very useful. The report states one of the most important obligations is to be visible. The Commissioner mentions this in his statement. What can he do to increase the Garda's visibility and to what extent is he...

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: More than most people, the Commissioner will know the complexity of policing the Border. If it is the case that we have a hard border on this island next year, which is something none of us in this room can predict with certainty, is the Garda prepared for that and does it have the resources to deal with it?

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: Has the Commissioner ever heard of a place called Stepaside?

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: Would the Commissioner tell me what he knows about it?

Joint Oireachtas Committee on Justice, Defence and Equality: Future Direction of An Garda Síochána: Garda Commissioner (24 Oct 2018)

Jim O'Callaghan: Was that a decision the Commissioner made?

Jim O'Callaghan: 85. To ask the Minister for Health the reason 738 persons over 75 years of age had to wait more than 24 hours in the emergency department in St. Vincent's Hospital during January to August 2018. [43593/18]

Written Answers — Department of Justice and Equality: Immigration Policy (23 Oct 2018)

To ask the Tánaiste and Minister for Justice and Equality if steps will be taken to provide certainty to undocumented persons resident here that wish to return home for a family funeral that they will gain re-entry on their return; and if he will make a statement on the matter. [43412/18]

Written Answers — Department of Children and Youth Affairs: Child Protection (23 Oct 2018)

Jim O'Callaghan: 585. To ask the Minister for Children and Youth Affairs the status of the serious incident review announced by her on 28 March 2018 into concerns regarding the management of a serious and complex case of alleged child abuse and neglect involving a number of children; and if she will make a statement on the matter. [43471/18]

Third Interim Report of the Disclosures Tribunal: Statements (17 Oct 2018)

Jim O'Callaghan: I will start by thanking Mr. Justice Charleton and the tribunal team for conducting such an efficient and thorough investigation, as requested by the Houses of the Oireachtas in February 2017. Mr. Justice Charleton has produced two substantive reports within a period of 20 months, and those reports have categorically answered the questions and issues of urgent public importance that this...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Brexit Issues (17 Oct 2018)

Jim O'Callaghan: Regrettably, we must now seriously prepare for the prospect of a hard Brexit on the island after next March. Hopefully, that will not happen but we must prepare for it. It is extremely worrying that senior members of An Garda Síochána seem to be in the dark on the planning for this prospect. Last week, we had Assistant Commissioner Michael Finn and Assistant Commissioner Pat...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Brexit Issues (17 Oct 2018)

Jim O'Callaghan: My understanding is that the PSNI has recruited further officers specifically to deal with Brexit. I am concerned that we have not reached the same levels of preparation. Policing along the Border requires further resources, as the Leas-Cheann Comhairle will know. Some 43% of stations within a ten mile radius of the Border have closed in recent years. There are, for example, 169 Border...
