Damien English: I doubt whether I will need the entire 20 minutes but I will take a few minutes to make some comments. While the Bill is important, it is not massive. I will make a few comments on both the Competition Authority and on the Bill. First, I find it strange that the Minister was obliged to introduce a Bill to do what is proposed but I understand he must do so to make a temporary appointment....
