- Joint Oireachtas Committee on Housing, Planning and Local Government: Engagement with the Office of the Planning Regulator (4 May 2021)
Francis Noel Duffy: Yes, but my understanding of this situation from speaking with planners in Kildare in particular is that, if an application is received, they have certain remits to fulfil when deciding on whether to grant planning permission, for example, school facilities, the option to go to school and public transport. They make their decisions based on those considerations. However, An Bord...

- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (27 Apr 2021)
Francis Noel Duffy: The Green Party will not support this amendment. The Land Development Agency, LDA, will be implementing or master-planning this process. Its remit is to assist local authorities and the affordable housing bodies, AHBs, in delivering affordable housing. Therefore, in that tendering process, they will tender out projects and the contractors who take on that work will get their profit within...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (27 Apr 2021)
Francis Noel Duffy: The Green Party will not be supporting this proposal. The definition of cost rental is that the renter pays for the cost of construction and maintenance, as well as a profit capped at 3% to 3.5%. That is the way the Vienna model works. I am not sure where Deputy Ó Broin got the figure of 10% to 15%. I go back to the Government agency that will deliver these, namely, the LDA. It is a...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (27 Apr 2021)
Francis Noel Duffy: We must distinguish between affordable renting and cost rental. Cost rental is based on the cost; affordable is where assistance is provided by the State, essentially. We need to make sure which one is which, when we are speaking to them. In Vienna, state assistance is given to people who cannot afford cost rental. It is the first time that cost rental has happened. There was a concept...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Affordable Housing Bill 2020: Discussion (Resumed) (27 Apr 2021)
Francis Noel Duffy: My understanding is this will not be the same as the UK scheme. I have a tracker rate mortgage and I will pay 100% of the interest on that. I would love to pay 50% of the interest due on my mortgage over its life. I am not sure if that fact is correct but if it is 50% less interest than what I would pay, for example, it would be a very good mortgage.

- Joint Oireachtas Committee on Housing, Planning and Local Government: Update on the Programme for Government: Department of Housing, Local Government and Heritage (20 Apr 2021)
Francis Noel Duffy: I thank the Minister and Ministers of State for their briefings. In January, I asked the Minister when the referendum on a right to housing would be delivered, what role the housing commission would have in delivering on the commitment in this regard and how organisations such as Home For Good will be engaged in the process. I would appreciate if the Minister would give us an update on this...
- Joint Oireachtas Committee on European Union Affairs: Impact of the Comprehensive Trade and Economic Agreement on Irish-Canadian Trade and Relations: Discussion (13 Apr 2021)
Francis Noel Duffy: I am very grateful to Ms Drisdelle, Mr. East and Mr. Collenette for their insightful contributions to the debate so far. They are very useful and have been very informative to me. I note and welcome this shared agreement for all the reasons outlined. However, I am interested in understanding and I think the reason we are here today is to understand, at least for me it is. I understand we...
- Joint Oireachtas Committee on European Union Affairs: Impact of the Comprehensive Trade and Economic Agreement on Irish-Canadian Trade and Relations: Discussion (13 Apr 2021)
Francis Noel Duffy: My experience working at a local level on a county council is that when legal disputes come before a county council - and I sat on one of the biggest in the country - there is only so much money the State or a local council in that context can spend on legal disputes. It tends to leave them and not go near them. The point I was trying to make is that our Government will not be able to...
- Joint Oireachtas Committee on European Union Affairs: Impact of the Comprehensive Trade and Economic Agreement on Irish-Canadian Trade and Relations: Discussion (13 Apr 2021)
Francis Noel Duffy: Can Mr. Collenette give me examples? All I am asking for are examples of what we might be sued over.
- Joint Oireachtas Committee on European Union Affairs: Comprehensive and Economic Trade Agreement: Discussion (Resumed) (6 Apr 2021)
Francis Noel Duffy: I confirm that I am on the campus grounds of the Oireachtas. I thank the speakers for their statements and insight into CETA. I have two short questions. The investment court system will alienate the judicial power of our national courts. Do the witnesses believe there is a risk of the ISDS undermining public policy? I am looking for a "Yes" or "No" answer to that. Second, with regard...
