Eugene Regan: I, too, support the amendment. There is need for greater clarity in the Bill in these circumstances, where vulnerable people are perhaps in over their heads. Where the procedure has run its course and matters are resolved, it should be laid out crystal clear that the matter is closed and there should be no ambiguity about the amount owing.
