Mark Daly: Senator Coghlan - my colleague, friend and fellow Kerryman - that Bill has been published. I can provide the Senator with a copy of the Bill, which is the NAMA and Irish Bank Resolution Corporation Transparency Bill 2011. There is no transparency in the manner in which NAMA or its agents are doing their business. No one in Cork knew the land was for sale.

Mark Daly: This abuse is not just in the Catholic Church, but as Senator Norris pointed out, it is across society. Most abuse takes place in the home and is perpetrated by a family member. It is the silence and inaction of the church that allows the abuse to continue which is the grave crime. Anybody who hears about it is totally appalled. Mark Daly: I welcome the Minister of State back to the House and thank her for coming. I ask her to provide an update on the mental capacity Bill 2008. The Minister is, I am sure, well aware of the parameters of this Bill. My understanding is that it was to be published in April 2012. Could the Minister provide an update to the House about whether this is on target?
