- Seanad: Cancer Screening Programme: Motion. (19 Feb 2003)
Joanna Tuffy: I can understand that certain services have to be delayed but when it comes to peoples' lives, the Government should introduce a service to ensure lives are saved. For example, Deputy Cowley who comes from County Mayo has said screening is known to reduce the number of deaths by 20% to 30%. Each year we fail to implement a nationwide screening programme lives will be lost that need not be...
- Seanad: Order of Business. (13 Feb 2003)
Joanna Tuffy: Will the Leader organise a comprehensive debate on the issue of housing? We should examine the needs of older people in terms of sheltered housing, housing for returning emigrants, affordable and council housing and housing for single people. We are not delivering on our housing programmes. Even within current Government funding, local authorities are not delivering as much as they should and...
- Seanad: Private Business. - The Royal College of Surgeons in Ireland (Charters Amendment) Bill 2002: Second Stage. (12 Feb 2003)
Joanna Tuffy: The Labour Party supports the aim of this Bill â the provision of a modern framework for the Royal College of Surgeons in Ireland. As with any Bill, public or private, Government or Opposition, we have the responsibility of ensuring the enactment of the best possible legislation. We will suggest a number of changes to the Bill on Committee Stage but are happy to co-operate with the...
- Seanad: Private Business. - The Royal College of Surgeons in Ireland (Charters Amendment) Bill 2002: Second Stage. (12 Feb 2003)
Joanna Tuffy: I agree with the sentiments expressed by other Senators about the good work done by the college and welcome this initiative.
- Seanad: Order of Business. (6 Feb 2003)
Joanna Tuffy: I agree with Senator Brian Hayes. The Leader of the House and other Fianna Fáil and Progressive Democrats politicians should come clean regarding their positions on the introduction of third level fees. Despite what people like Senator Norris are saying, the available evidence shows that the participation rate of people from all social backgrounds has improved since the abolition of third...
- Seanad: Order of Business. (6 Feb 2003)
Joanna Tuffy: That is not true and I suggest Senator Norris reads Professor Clancy's report on the matter.
- Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)
Joanna Tuffy: Waste and other service charges are an unfair form of taxation. They are not income related and waivers do not address this aspect. Often, those on low incomes must pay. For example, in South Dublin County Council, of which I am a member, people are entitled to waivers if their sole income is from social welfare or if they are entitled to family income supplement. This means that those on...
- Seanad: Order of Business. (4 Feb 2003)
Joanna Tuffy: Will the Leader ask for a debate with the Tánaiste to find out what the Government is doing to ensure we have a competitive workforce? There is no point in just being shocked or disappointed at factory closures. We need investment in skills, education, training and research and development but the opposite is happening through cutbacks in third level education and research and development....
- Seanad: Immigration Bill 2002: Report Stage. (4 Feb 2003)
Joanna Tuffy: I second the amendment.
- Seanad: Immigration Bill 2002: Report Stage. (4 Feb 2003)
Joanna Tuffy: I move amendment No. 2: In page 4, line 25, after "officers" to insert "if required to do so by such directions (if any)". The reason we propose the insertion of the words "if required to do so by such directions (if any)" is that we believe the drafting of this section is defective and we intend to achieve clarity with our amendment. It is intended to make clear that total disembarkation...
- Seanad: Immigration Bill 2002: Report Stage. (4 Feb 2003)
Joanna Tuffy: I move amendment No. 3: In page 4, after line 46, to insert the following: "(4) This section shall not apply to an alleged contravention by a person who arrives in the State having a well-founded fear of persecution in his or her country of nationality, or (in the case of a Stateless person) habitual residence.". The Bill should not be a measure which will prevent people entitled to asylum...
- Seanad: Immigration Bill 2002: Report Stage. (4 Feb 2003)
Joanna Tuffy: It is being withdrawn but I would like the Minister to reconsider the matter. Amendment, by leave, withdrawn.
- Seanad: Immigration Bill 2002: Report Stage. (4 Feb 2003)
Joanna Tuffy: I second these amendments. The Minister should be obliged to publish guidelines because the Bill places a substantial obligation on carriers to which it will be difficult for them to adjust. It is important to state clearly what they will have to do. In addition, the guidelines should be reviewed regularly.
- Seanad: Immigration Bill 2002: Report Stage. (4 Feb 2003)
Joanna Tuffy: I move amendment No. 6: In page 6, line 24, to delete "both, or" and substitute "both.".
- Seanad: Immigration Bill 2002: Report Stage. (4 Feb 2003)
Joanna Tuffy: I second the amendment.
- Seanad: Immigration Bill 2002: Report Stage (Resumed) and Final Stage. (4 Feb 2003)
Joanna Tuffy: I would like the Minister to reconsider the matter. Amendment, by leave, withdrawn. Amendment No. 7 not moved.
- Seanad: Immigration Bill 2002: Report Stage (Resumed) and Final Stage. (4 Feb 2003)
Joanna Tuffy: I move amendment No. 8: In page 8, line 33, to delete "5" and substitute "25". My party has brought forward this amendment in an attempt to change the period of time allowed for the submission of a contact address from five working days to 25. It is likely that immigrants would be unable to secure such an address within five days despite administrative procedures aimed at ensuring they do....
- Seanad: Immigration Bill 2002: Report Stage (Resumed) and Final Stage. (4 Feb 2003)
Joanna Tuffy: I move amendment No. 10: In page 9, line 28, to delete "3" and substitute "21". This section of the Bill gives persons who do not show up for a meeting with the commissioner three working days to explain the reasons for their non-attendance. If the amendment is accepted, however, such people will have 21 working days to provide an explanation. I wish to change the rule under which a person...
- Seanad: Immigration Bill 2002: Report Stage (Resumed) and Final Stage. (4 Feb 2003)
Joanna Tuffy: I move amendment No. 11: In page 9, line 39, after "declaration" to insert "to such an extent as to warrant the application of this subsection". The purpose of this amendment is to ensure that only significant breaches of the duty to co-operate will result in the application being deemed withdrawn. I recognise what the Minister says about the need to ensure the asylum-seeking provisions are...
- Seanad: Immigration Bill 2002: Report Stage (Resumed) and Final Stage. (4 Feb 2003)
Joanna Tuffy: I welcome the fact that the Minister has increased the time limit to 15 days, but it should have been extended further. Amendment agreed to. Amendment No. 15 not moved.
