This is a major change.

Terry Leyden: Yes. Why will there be an increase of 20% and 33%, respectively, in ESB and gas charges from 1 January next? The lame duck that is the National Consumer Agency has made some bleating about these difficulties. This body was set up as a new quango to support consumers.

Terry Leyden: All it says is that it requests these organisations to review the increased charges. This may be a good opportunity to review the issue of ethics in public office. I am appalled by the hypocrisy on the part of Fine Gael and Labour in this regard. I have a long memory. Do other Members recall the "Dear Boris" letter from Prionsias de Rossa, MEP, to the Soviets?

Terry Leyden: I intend to reactivate my name and shame campaign and ask that Fine Gael reactivate its rip-off Ireland campaign. I welcome the increase in free units from 1,800 to 2,400 as announced by the Taoiseach some weeks for social welfare recipients.
