Seanad: Higher Education: Motion. (3 Mar 2004)

Maurice Cummins: I wonder whether the Minister will make any comment on it. It is obviously a sleight to the Progressive Democrats or else a complete lack of interest by the Minister in the subject under discussion. He has shown that on a number of occasions recently.

Seanad: Higher Education: Motion. (3 Mar 2004)

Maurice Cummins: I welcome the motion. I listened attentively to Senator Minihan who asked some pertinent questions. One wonders whether his party was in Government for the past six years given that he has not got the answers. He made some valid points but I wonder what impact the Progressive Democrats has had on the education system, other than preventing third level fees, a battle it won hands down.

Seanad: Higher Education: Motion. (3 Mar 2004)

Maurice Cummins: There is no question about the battle the Progressive Democrats won in that regard.

Seanad: Higher Education: Motion. (3 Mar 2004)

Maurice Cummins: There has been an increase of approximately 74% in registration fees which probably compensates. In 2000, the EU leaders set themselves a goal that by 2010 the EU would be the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion. They also wished to redress the position where EU...

Seanad: Garda Síochána Bill 2004: Second Stage. (2 Mar 2004)

Maurice Cummins: I welcome the Minister. I reject the comments from the other side on Senator Terry's measured contribution. The Minister is far from chastised and, in any case, is well able to look after himself. It is correct to begin by paying tribute to the Garda Síochána. We have owed its members a great debt of gratitude since the foundation of the State. They are more than just guardians of the...

Seanad: Garda Síochána Bill 2004: Second Stage. (2 Mar 2004)

Maurice Cummins: It was a cynical PR exercise on the Minister's behalf.

Seanad: Garda Síochána Bill 2004: Second Stage. (2 Mar 2004)

Maurice Cummins: The Bill represents a good step forward in revising and in some instances reforming the structures of the Garda Síochána. Given that it is over 80 years since the force was put on a statutory footing, the Bill is long overdue. I have a few concerns about the Bill which I hope the Minister will address as well as those raised by my colleagues.

Seanad: Order of Business. (26 Feb 2004)

Maurice Cummins: A few weeks ago I raised the question of appalling conditions in some puppy farms throughout the country. Yesterday we learned of another find in County Wexford where seven dogs had to be put down and another 30 were found in appalling conditions. When is it intended to introduce legislation governing animal welfare, given that the current legislation dates back to 1911? It is time we had...

Maurice Cummins: To clarify the position, Government amendments are always published in the Leader's name.

Seanad: Civil Registration Bill 2003 [Dáil]: Report and Final Stages. (24 Feb 2004)

Maurice Cummins: The Minister better not be at sea on this matter.

Seanad: Civil Registration Bill 2003 [Dáil]: Report and Final Stages. (24 Feb 2004)

Maurice Cummins: I second the amendment.

Seanad: Civil Registration Bill 2003 [Dáil]: Report and Final Stages. (24 Feb 2004)

Maurice Cummins: I move amendment No. 33: In page 65, between lines 36 and 37, to insert the following: "Forename(s) and birth surname of father of deceased. Forename(s) and birth surname of mother of deceased.". I am delighted the Minister has agreed to accept this proposal. I thank the Council of Irish Genealogical Organisations for its work and observations on the Bill. The certificate will be more...

Seanad: Civil Registration Bill 2003 [Dáil]: Report and Final Stages. (24 Feb 2004)

Maurice Cummins: I join Senator Cox in thanking the Minister for presenting this excellent Bill to the House. I hope the amendments that were accepted will improve the Bill further. It is regrettable that the democratic wishes of last week were not accepted, but I am pleased the Minister accepted some Opposition amendments. The Bill is important and the debate has been a healthy one to which speakers made a...

Seanad: Order of Business. (24 Feb 2004)

Maurice Cummins: I support my colleague, Senator Brian Hayes, in his call for a debate on human rights and law and order, especially in Northern Ireland. Will the Leader invite the relevant Minister in to discuss the proposed exorbitant price increase in the cost of passports? Passport costs for children aged three to 16 are being increased by 110%, which is a great deal more than the 11% being spoken about....
