Seanad: Patents (Amendment) Bill 1999: Second Stage (26 Oct 2006)

Terry Leyden: Repetition every 13 years is allowed. My colleague on the other side of the House, Senator Coghlan, stated this was not legislation to keep him awake at night, which was also stated in 2000.

Seanad: Patents (Amendment) Bill 1999: Second Stage (26 Oct 2006)

Terry Leyden: In April 2000, Deputy Stanton stated, "This is not the kind of legislation to keep people awake at night". It is strange that it has been repeated. In 1991——

Seanad: Order of Business (25 Oct 2006)

Terry Leyden: I join with everybody in complimenting the Garda Commissioner and the Garda Síochána on the €10 million haul of drugs last night in Clondalkin. I agree with Senator Brady that many drugs come into the country through small airports. Weston Aerodrome is the focus of attention at the moment but other small airports are totally uncontrolled. Drugs are coming into the country and they must...

Seanad: Ageism Policy: Statements (12 Oct 2006)

Terry Leyden: I welcome the Minister of State, Deputy Fahey. I know he will give the same commitment to ageism as he gave to the Disability Act. He made a great contribution by introducing that very difficult legislation, which has meant so much to so many people. He earned great regard for his work in that area and this is another area to which he can direct his talents. I commend the Senators who have...

Seanad: Energy Resources: Motion (11 Oct 2006)

Terry Leyden: I welcome the Minister of State at the Department of Agriculture and Food, Deputy Brendan Smith, to the House. It is appropriate that he is here because alternative energy is closely associated with the use of agricultural land to produce fuel. At the Fianna Fáil seminar in Westport this summer, an eminent expert in this field said that as long as the sun shines, we will be able to produce...

Seanad: Order of Business (Resumed) (11 Oct 2006)

Terry Leyden: This House and the other House set up the Competition Authority, the chairman of which was appointed on 3 April 2006. The first challenge for the authority was the takeover by Topaz of Statoil and, for the sake of one day, the authority failed to carry out its statutory duties. This House should debate——

Seanad: Order of Business (Resumed) (11 Oct 2006)

Terry Leyden: ——the disgraceful approach by the Competition Authority in dealing with a file. Due to a lapse of one day, the authority could no longer arbitrate on the merits or demerits of the takeover, a merger which resulted in control over 124 petrol stations. It will affect prices and competition, yet an organisation which was established by this House——

Seanad: Order of Business (Resumed) (11 Oct 2006)

Terry Leyden: It will be necessary, if that is what we are paying for.

Seanad: Order of Business (Resumed) (11 Oct 2006)

Terry Leyden: The authority's chairman, Mr. William Prasifka, and the other four members of the board should offer their resignation to the Minister for Enterprise, Trade and Employment, Deputy Martin. They have failed dismally to carry out their statutory duties. What confidence can this House have in the Competition Authority when it comes to matter of Aer Lingus and Ryanair?

Seanad: Order of Business (Resumed) (11 Oct 2006)

Terry Leyden: I have many.

Seanad: Order of Business (Resumed) (11 Oct 2006)

Terry Leyden: I propose to the Leader that this House should have a debate on an organisation which we established by statute and which has failed us dismally. In this country, nobody resigns for anything.

Terry Leyden: I am referring to those who are appointed.

Seanad: Order of Business (Resumed) (11 Oct 2006)

Terry Leyden: ——in this country that public servants appointed by the Government resign when they make a mistake. In the circumstances, they should resign.
