David Stanton: Does the Dublin Convention cover people who apply, in the first instance, to a certain country, not the first country they land in that is in the European Union? There is a distinction. I refer to when a person lands in France or the UK but then travels to Ireland and applies for asylum in Ireland. In that case Ireland is seen as the first country.
