Seanad: Public Finances: Motion. (12 May 2004)

Maurice Cummins: I second the amendment.

Seanad: Order of Business. (5 May 2004)

Maurice Cummins: In recent weeks we have seen disturbing advertisements on roadside hoardings and in supermarkets. Cancer cures costing €100 are being offered within 24 hours, with contact numbers supplied. This is very disturbing for people who are terminally ill. These advertisements were the subject of a radio programme yesterday, and people from all over Ireland were telephoning in. I ask the Leader to...

Seanad: Report of National Advisory Committee on Drugs: Statements. (28 Apr 2004)

Maurice Cummins: I welcome the Minister and I welcome this second report from the National Advisory Committee on Drugs. It is imperative that reports like this are published frequently to keep us informed. A key finding has been that 20% of the overall population has taken illegal drugs in the past year. That is a damning statistic on society. It is well known that a drugs culture leads to a violent culture,...

Seanad: Agriculture: Statements. (27 Apr 2004)

Maurice Cummins: Allow the Senator to speak without interruption, please.

Maurice Cummins: The Senator has one minute remaining.

Seanad: Agriculture: Statements. (27 Apr 2004)

Maurice Cummins: The Senator's time is practically up.

Seanad: Draft Guidelines on Rural Housing: Statements (Resumed). (6 Apr 2004)

Maurice Cummins: I welcome the Minister. There is no doubt that there is a need to rejuvenate our rural areas and villages throughout the country. The reasons, as outlined by other speakers, are so sports teams can be maintained, schools can be kept open and parishes can be kept alive. We are all in agreement about this. However, will the guidelines announced by the Minister make a blind bit of difference?...

Seanad: Order of Business. (6 Apr 2004)

Maurice Cummins: I join colleagues in requesting the Minister for Justice, Equality and Law Reform to come to the House to explain how and when he intends to honour his commitment in the programme for Government to provide 2,000 extra gardaí. As stated at the AGSI conference yesterday, front-line policing is at its lowest level for 20 years. That is an indictment of the Government. Are the extra gardaí to...

Seanad: High Level of Alcohol Consumption by Young People: Statements. (1 Apr 2004)

Maurice Cummins: I thank Senator Norris for sharing time. I spoke on this issue in 2002 but have a few other points I would like to raise. There is no question but that the drink culture requires urgent attention. Urgent social change is required which will need tough decisions to tackle major vested interests. A public information plan is also required to deal with the health and educational aspects of...

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: I move amendment No. 7: In page 6, before section 7, to insert the following new section: "7—The Minister shall, as soon as may be after the passing of this Act, prepare and lay before both Houses of the Oireachtas a report: (a) setting out the mechanisms by which family income supplement could be paid through the tax system, the estimated additional numbers of entitled persons who would...

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: If a person loses his or her job, through no fault of his or her own, will he or she be sent back or how long may he or she stay here?

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: Are there similar provisions for habitual residency in other European countries?

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: I move amendment No. 11: In page 10, before section 18, to insert the following new section: "18.—The Minister shall, as soon as may be after the passing of this Act, prepare and lay before both Houses of the Oireachtas a report setting out revised targets for the full implementation of the National Anti-Poverty Strategy.". This amendment refers to the targets for the full implementation of...

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: Even the watchdogs are not doing that.

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: I listened with interest to the Minister. She spoke at length but spent very little time on the amendment which calls for a reversal of the cuts. I am delighted she met the National Association of Widows in Ireland and that it was an amicable meeting but if the Minister is saying that she will examine the base line payments for widows aged under 66 years, it will be in terms of next year's...

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: There is no respite at all from the cutbacks if the Minister is trying to take the sting out of this issue by talking about the situation in 12 months time. We will not allow that to happen.

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: We believe this should be amended now. The Minister stated yesterday that the social insurance fund is €1.6 billion in surplus. Surely the measly amount of money that is required can be taken from the social insurance fund to pay the widows? It was raided previously for election purposes and it could be done at this stage to help widows. We intend to press the amendment.

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: The Senator is backtracking on what she said yesterday.

Seanad: Social Welfare (Miscellaneous Provisions) Bill 2004: Committee and Remaining Stages. (24 Mar 2004)

Maurice Cummins: I move amendment No. 2: In page 4, before section 3, to insert the following new section: "3.—The Minister shall, as soon as may be after the passing of this Act, prepare and lay before both Houses of the Oireachtas a report: (a) contrasting the increase in 2003 of the Consumer Price Index with the increases paid to the entitled persons under the Act of 2003; (b) evaluating the suitability...
