Alice-Mary Higgins: Reference was made to the two-day delay before a card goes out but I had mentioned that people have received public services cards who do not recall having engaged actively in any process. That happened in December in particular. Perhaps Mr. Duggan could clarify whether it is one of those circumstances he mentioned earlier?
