Seanad: Freedom of Information (Amendment) Bill 2003: Second Stage (Resumed). (4 Mar 2003)

James Bannon: Was it the same civil servant who advised on the planning fee?

Seanad: Order of Business. (27 Feb 2003)

James Bannon: Two Senators on the Government side have spoken of crime, acknowledging that the situation is out of control. Where is the "zero tolerance" document presented before the last general election? Is it with the fairies somewhere in County Kerry at this stage? The Government parties should get their act together. They are in Government to tackle this problem and I ask them to do what they can to...

Seanad: Order of Business. (27 Feb 2003)

James Bannon: This is having a devastating effect on our tourism industry. Last year the number of pike anglers visiting Ireland dropped from 45,000 to 12,000. At present there is a boycott taking place on the Shannon waterways over the angling licensing permits. It is an issue that the Minister for Communications, Marine and Natural Resources should be invited to debate here.

Seanad: Order of Business. (26 Feb 2003)

James Bannon: Where is the Bill?

Seanad: Order of Business. (26 Feb 2003)

James Bannon: Can we have his advice?

Seanad: Local Government Bill 2003: Second Stage. (26 Feb 2003)

James Bannon: I move amendment No. 1: To delete all words after "That" and substitute the following: "Seanad Eireann declines to give the Bill a Second Reading for the following reasons: (a) the Bill confers powers onto the Oireachtas that are not envisaged by the Constitution, (b) the Bill deprives the people of an opportunity to vote for directly elected mayors in each administrative area, and (c) the...

Seanad: Local Government Bill 2003: Second Stage. (26 Feb 2003)

James Bannon: It is out of place to expect this House to give the Local Government Bill 2003 a Second Reading given that it not only flies in the face of democracy as we know it but also asks us to sign our own death warrants in terms of local representation. Currently, nearly two thirds of the Members of this House are also members of local authorities. The Bill focuses on the abolition of the dual...

Seanad: Local Government Bill 2003: Second Stage. (26 Feb 2003)

James Bannon: Is the Government prepared to publish the Attorney General's opinion or would the grey areas he has probably found strengthen the case of those who oppose the Bill? By taking democracy out of the hands of the people, the Government is denying them their democratic right to decide their local representatives. This sort of disrespect for our Constitution would not be accepted in any other EU...

Seanad: Convention on the Future of Europe: Statements. (26 Feb 2003)

James Bannon: I compliment Mr. De Rossa on his informative and interesting presentation. EU regulation is seen as over-bureaucratic. Mr. De Rossa addressed this earlier but what is the EU doing to minimise bureaucracy? Regulations and documentation arrive in bales and there is nothing to condense them into simple language. That is a problem but the EU is not moving to deal with it. Mr. De Rossa talked...

Seanad: Health Services: Motion. (26 Feb 2003)

James Bannon: Is the Senator saying the Minister has not made his mark to date?

Seanad: Health Services: Motion. (26 Feb 2003)

James Bannon: The Senator acknowledges the inadequacies in the health service.

Seanad: Health Services: Motion. (26 Feb 2003)

James Bannon: Senator White did not mention the chaos in every casualty department.

Seanad: Health Services: Motion. (26 Feb 2003)

James Bannon: The public expects honesty from its politicians. I am disappointed in the Senator.

Seanad: Health Services: Motion. (26 Feb 2003)

James Bannon: The Senator is very arrogant.

Seanad: Health Services: Motion. (26 Feb 2003)

James Bannon: By tabling a motion such as this, Senator Minihan shows the degree of confidence of the Progressive Democrats Party in its partners in Government. He must be losing confidence in the Minister.

Seanad: Health Services: Motion. (26 Feb 2003)

James Bannon: Senator Feeney should show manners when I am speaking. Manners are of the utmost importance in the House and I would appreciate it if she showed them. (Interruptions).

Seanad: Health Services: Motion. (26 Feb 2003)

James Bannon: The motion tabled by the Progressive Democrats Senators shows their lack of confidence in the Minister. Their consitituents and voters have been urging them to take action on their behalf. Health care is in a state of chaos. The health status of the population leaves much to be desired. We have the highest rate of death from heart disease and one of the highest mortality rates from cancer in...

Seanad: Health Services: Motion. (26 Feb 2003)

James Bannon: I again ask the Senator to have manners. We have chaos in our casualty departments as patients in serious distress are left lying on trolleys and in corridors. This is the position in hospitals in the Midland Health Board region and other health board regions. As local politicians working on the ground, we are aware of this because representations are made to us day and night.
