Written Answers — Department of Health: Nursing Homes Support Scheme Payments (7 Feb 2019)

Ceisteanna Eile - Other Questions: Common Agricultural Policy (6 Feb 2019)

Éamon Ó Cuív: Excluding the 4% of tillage farmers and looking at the whole spectrum of farmers, what was clear relative to stocking levels on livestock farms was that those on low payments were actually being underpaid while those on very high payments had no stocking justification for the payments they were receiving. On average, nobody should have been getting more than €400 per hectare. That is...

Ceisteanna Eile - Other Questions: Common Agricultural Policy (6 Feb 2019)

Éamon Ó Cuív: Is the Minister telling me that it will all revert back into BPS? Can he confirm that there will be no greening payment and that it will all revert back into a single BPS? If we are talking about capping, will it include the total payment?

Ceisteanna Eile - Other Questions: Common Agricultural Policy (6 Feb 2019)

Éamon Ó Cuív: 9. To ask the Minister for Agriculture, Food and the Marine his policy on capping basic payment scheme, BPS, and greening payments to applicants under the forthcoming CAP programme 2021 to 2027; and if he will make a statement on the matter. [5447/19]

Ceisteanna Eile - Other Questions: Common Agricultural Policy (6 Feb 2019)

Éamon Ó Cuív: Big decisions will be made on CAP soon and as the Minister knows, there is a debate going on about the capping of the BPS and greening payments. Under the current CAP, the BPS payments were limited somewhat but the greening payments were not limited. What is the Minister's policy on capping and will it include greening payments this time, as well as BPS payments?

Ceisteanna Eile - Other Questions: Common Agricultural Policy (6 Feb 2019)

Éamon Ó Cuív: A lot was said but nothing was said by the Minister. Let us go back to basics here. Originally there was no cap under the single farm payment scheme. Then the single farm payment was broken down into two payments, with 70% under the BPS and the remaining 30% under greening. As the Minister said, in the very complicated language of the reply, there was a limit placed on that of...

[5777/19]

Joint Oireachtas Committee on Rural and Community Development: Smart Community Initiative: Discussion (6 Feb 2019)

Éamon Ó Cuív: This is a fascinating debate. The possibilities are limitless. The last statement made, namely, that location is irrelevant, is probably 70% true. There are so many potential variations on this theme that the only limitation is our imagination. There is one irony in all of this, which is that decentralised Departments, apart from the Department of Education and Skills in Athlone and so...

Joint Oireachtas Committee on Rural and Community Development: Smart Community Initiative: Discussion (6 Feb 2019)

Éamon Ó Cuív: It is still what Governments normally do but go on.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Preservation of the Biodiversity and Ecosystems of Peatlands: Discussion (6 Feb 2019)

Éamon Ó Cuív: If I made an allegation against somebody, the Chairman would be on my back like a shot. Whether one agrees or disagrees with being allowed to cut turf is not the issue. The issue is quite simple. A statement was made before the committee that an illegal digger and hopper was cutting turf on Slieve Tooey.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Preservation of the Biodiversity and Ecosystems of Peatlands: Discussion (6 Feb 2019)

Éamon Ó Cuív: I ask the Vice Chairman to ensure the record is correct. It appears from what Mr. Lucas said that it is a statement that has no foundation in fact and we need the record cleared on this. We can say it was ill-advised or that it is a type of cutting with which we do not agree but we cannot say it was illegal. That is the issue.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Preservation of the Biodiversity and Ecosystems of Peatlands: Discussion (6 Feb 2019)

Éamon Ó Cuív: There are two different issues, namely, the blanket bog and the raised bog. I will address the former first. If I remember correctly, quite a large area of blanket bog is designated SAC or NHA. The level of turf cutting that takes place in the blanket bog does not have the same knock-on effect across the bog that the cutting of raised bog does because it tends to be much shallower and the...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Preservation of the Biodiversity and Ecosystems of Peatlands: Discussion (6 Feb 2019)

Éamon Ó Cuív: Can I make the point that it should not be called compensation and it should be called payment? The reason I say so is that with compensation, some day people will come and state they are running short of money, it is only compensation and they do not need to give it. A payment is something for goods produced and one gets paid. It is a subtle question but it is one to note.
