Can a private provider then just reopen in a different location? Does HIQA make referrals to the Garda? Has it done that in the past? Does HIQA need powers beyond that? Pádraig Rice: There is a sense that concerns were raised and protected disclosures were made but it took the airing of a TV programme to get an adequate response. That is a contention.
