Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Second Stage (23 Sep 2020)

Pippa Hackett: I thank the Cathaoirleach, the Leas-Chathaoirleach and all my fellow Senators for their contributions. I welcome the fact there has been a great deal of engagement from the House on this, which is very useful to me. I reiterate that the purpose of amending the existing legislation is to improve the functioning of the forestry appeals system so that it will meet the needs of all the...

Seanad: Forestry (Miscellaneous Provisions) Bill 2020: Second Stage (23 Sep 2020)

Pippa Hackett: Next Friday.

Seanad: An tOrd Gnó - Order of Business (23 Jul 2020)

Pippa Hackett: It is an honour to address the House in the other House's Chamber. It is comforting to see my fellow Senators, Oireachtas Members and staff wearing their face masks at this crucial stage of the Covid crisis. Nobody needs reminding that this crisis has gripped our country since the middle of March. It has wreaked havoc on our day-to-day lives, shut down schools and businesses, impacted jobs...

Seanad: Microbeads (Prohibition) Bill 2019: Second Stage (17 Dec 2019)

Pippa Hackett: I thank the Minister for his speech on this important issue. It has already been acknowledged but I wish to acknowledge the work of my Green Party colleague and former Senator, Grace O'Sullivan, who drafted legislation on this issue. It was presented in the Chamber in 2016. Here we are three years later. It is welcome to see the Bill here. The impact of plastic, not only in its...

Seanad: Microbeads (Prohibition) Bill 2019: Committee and Remaining Stages (17 Dec 2019)

Pippa Hackett: I move amendment No. 2: In page 4, to delete lines 22 to 24 and substitute the following: "(1) A person shall not manufacture or place on the market a cosmetic product that contains microbeads in excess of the permitted concentration.". These amendments are related in the sense they are trying to provide more clarity and strengthen the wording of this part of the legislation. If we...

Seanad: Microbeads (Prohibition) Bill 2019: Committee and Remaining Stages (17 Dec 2019)

Pippa Hackett: I move amendment No. 7: In page 5, to delete lines 6 and 7. This amendment relates specifically to sunscreen. From what I gather, few sunscreens contain microbeads. In fact, it relates to only a small portion of the sunscreen market. Let us consider the discussions on previous amendments on water soluble materials and wipe-on and wipe-off processes. Sunscreen tends not to be wiped...

Seanad: Microbeads (Prohibition) Bill 2019: Committee and Remaining Stages (17 Dec 2019)

Pippa Hackett: I move amendment No. 9: In page 5, line 29, to delete “may” and substitute “shall”. We are looking for strengthening of the legislation replacing the word "may", which is open-ended and might happen, with "shall" which sounds more like that it will.Similarly, in amendment No. 10, we propose to put in "and" instead of "or", which provides an optional opt-out,...

Seanad: Microbeads (Prohibition) Bill 2019: Committee and Remaining Stages (17 Dec 2019)

Pippa Hackett: Rather than just dealing with the disposal of a product, the amendment seeks to add in the phrase “reuse, recycling or” disposal. Such an addition fits in with the current environment and conversations that even schoolchildren are having about climate change.

Joint Oireachtas Committee on Climate Action: Forestry and Climate Change: Discussion (11 Dec 2019)

Pippa Hackett: How long do I have?

Joint Oireachtas Committee on Climate Action: Forestry and Climate Change: Discussion (11 Dec 2019)

Pippa Hackett: I thank the witnesses for their presentations. I note that the average size of a forestry plantation is 7 ha. I own a young plantation and am very interested in this issue. I welcome the establishment of Coillte Nature and look forward to seeing how it pans out. There was some discussion around planting on cutaway bogs. I accept that some bogs are so cut away that they can only be...

Joint Oireachtas Committee on Climate Action: Forestry and Climate Change: Discussion (11 Dec 2019)

Pippa Hackett: Sorry, I was talking more about peaty soils rather than the cutaway bogs. One sees pictures in newspapers of drained sites that are not cutaway bogs. They have vegetation growing on the top and trees have been planted into them. The indication from Dr. Ní Dhúbhain was that it does not happen.

Joint Oireachtas Committee on Climate Action: Forestry and Climate Change: Discussion (11 Dec 2019)

Pippa Hackett: I do not know if I have to leave. I have not been instructed to go to the vote. Sorry, I do have to vote.

Joint Oireachtas Committee on Climate Action: Forestry and Climate Change: Discussion (11 Dec 2019)

Pippa Hackett: Okay, I have a question for Mr. Purser on continuous cover forestry. How many years after planting can thinning begin? I am thinking of farmers or landowners who are considering adopting this method from scratch rather than converting an existing forest. How soon can thinning take place and what sort of revenue might they expect from their thinnings? Are there any special infrastructure...

Joint Oireachtas Committee on Climate Action: Forestry and Climate Change: Discussion (11 Dec 2019)

Pippa Hackett: Thank you.

Seanad: Finance Bill (Certified Money Bill) 2019: Report and Final Stages (10 Dec 2019)

Pippa Hackett: Can I speak on that recommendation on behalf of Senator Higgins? She was wondering if it would be possible-----

Seanad: Finance Bill (Certified Money Bill) 2019: Report and Final Stages (10 Dec 2019)

Pippa Hackett: Can I request that it be resubmitted?

Joint Oireachtas Committee on Agriculture, Food and the Marine: European Council Meeting: Minister for Agriculture, Food and the Marine (10 Dec 2019)

Pippa Hackett: I thank the Minister for his presentation. Following on from Deputy Cahill's comments regarding young farmers, succession and so on, Austria has no problem with succession or young farmers being interested in getting into agriculture because it channels 40% of its CAP funding into pillar 2. Ireland channels less than 20% of its CAP funding into that pillar. There might be a correlation,...

Joint Oireachtas Committee on Agriculture, Food and the Marine: European Council Meeting: Minister for Agriculture, Food and the Marine (10 Dec 2019)

Pippa Hackett: I thank the Minister for the report. I am sure he is well aware of the protest that took place at the gates of Leinster House yesterday in advance of this committee meeting. There is a lot of concern and anger out there in respect of overfishing, not just in Ireland but throughout Europe and further afield. The Minister's Department funds the Marine Institute to provide the scientific...

Joint Oireachtas Committee on Agriculture, Food and the Marine: European Council Meeting: Minister for Agriculture, Food and the Marine (10 Dec 2019)

Pippa Hackett: I am not sure that the Minister replied to my query on why the Marine Institute does not include the 35% of stocks that are not subject to MSY evaluation in its stock book report.

Seanad: Local Government Funding: Statements (5 Dec 2019)

Pippa Hackett: I welcome the Minister of State to the House. As a former, albeit brief, councillor on Offaly County Council, it was apparent to me that local authorities are painfully underfunded. This causes not only a deep sense of frustration for people in local communities but also for councillors. It is disheartening to tell constituents repeatedly that there are not enough funds to deliver even...
