- Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) (13 Dec 2023)
Lynn Ruane: We cannot both be adhering to them if we are doing different things. I am adhering to the Standing Orders. I invoke Standing Order 55 to ask that the question is put to the House for many reasons. It is clear that the Bill is being filibustered. An enormous amount of work from other Senators has gone into the Bill to table amendments that are constructive to the debate. It is...

Lynn Ruane: I move amendment No. 50: In page 71, to delete lines 5 and 6. This suite of amendments seeks the deletion of the provision in multiple sections of the Bill that prevents certain public representatives from questioning or expressing an opinion on Government policy or the objectives of such policy. This provision usually arises in circumstances where the public representative is called to...

- Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) (12 Dec 2023)
Lynn Ruane: I thank the Minister for accepting amendment No. 22. It is a good addition to the Bill, especially given what I said in my contributions regarding facial recognition. It gives me some comfort to know it will be there. With regard to amendment No 25, the Minister knows that I take regard not of the crime that someone has committed but rather the length of time since that crime was...

- Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) (12 Dec 2023)
Lynn Ruane: We oppose section 26 of the Bill, which provides for the appointment of the Garda Commissioner, in its entirety as its inclusion in the Bill risks politicising the office of the Garda Commissioner. It is a retrograde step without any evidentiary justification and we are unclear why it has been taken. In recent years, the independent Policing Authority has had a strong role in the appointment...
- Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) (12 Dec 2023)
Lynn Ruane: I will waive my opposition to the section at this point and come back on Report Stage with an proposed alternative section. My assumption is the process is laid out in how we have previously done it but as for this legislation specifically, I will withdraw my opposition to the section, reserving the right to submit amendments that will protect the current model whereby the Policing Authority...
- Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) (12 Dec 2023)
Lynn Ruane: I oppose the section, in a similar vein to the previous section. The Bill will provide for the appointment of the deputy Garda Commissioner and we oppose the entire section given its inclusion poses similar risks to section 26 in politicising the office of deputy Garda Commissioner.
