It may have been passed to the Minister but, to the best of my knowledge, I have not seen it. When he asked further he said, "I do not recall that being discussed with me", as in, that letter.

Dr. Collins accepts that it is complex and difficult, even with the mitigations, boundaries, and safeguards that would have to be put in place.
