Robert Dowds: Why are they not represented here today?

Public Accounts Committee: Credit Union Fund Accounts 2013; Credit Resolution Institution Fund Accounts 2013; and Credit Union Restructuring Board Accounts 2013 (11 Dec 2014)

Robert Dowds: As this is a relevant issue for this meeting, why is there not someone here today to address it? It is a critically important issue for so many people around this country, and it frustrates credit unions. There is a related issue in that there are restrictions on credit unions giving loans to people who they know are good bets. There is a lot of distrust of the sort of intelligence that...

Public Accounts Committee: Credit Union Fund Accounts 2013; Credit Resolution Institution Fund Accounts 2013; and Credit Union Restructuring Board Accounts 2013 (11 Dec 2014)

Robert Dowds: Might we have a formal response from the Central Bank on this issue? I can tell the witnesses that before they came in we were getting notice of delays from certain other Departments. I hope we do not have to ask for a special extra meeting to get this information. It is not in any of our interests. I have another question. Everyone is aware of the recently announced Government strategy...

Public Accounts Committee: Credit Union Fund Accounts 2013; Credit Resolution Institution Fund Accounts 2013; and Credit Union Restructuring Board Accounts 2013 (11 Dec 2014)

Robert Dowds: Yes; either the Central Bank or the Department of Finance. I would be interested in their comments on it.

Public Accounts Committee: Credit Union Fund Accounts 2013; Credit Resolution Institution Fund Accounts 2013; and Credit Union Restructuring Board Accounts 2013 (11 Dec 2014)

Robert Dowds: I was rather surprised by this suggestion in the sense that it is not an area in which I would expect credit unions to be involved, although if they have sufficient funds and are able to be, that is all well and good. Could I ask Mr. Casey for a written response from the Central Bank on this question? There is one other area I wish to ask about, and then I will wind up. I have been asked...

Public Accounts Committee: Credit Union Fund Accounts 2013; Credit Resolution Institution Fund Accounts 2013; and Credit Union Restructuring Board Accounts 2013 (11 Dec 2014)

Robert Dowds: Who can throw light on this because it seems to be one of the core complaints that I hear from credit unions? The other reason I am so exercised by it is that I think it is a drag on the development and recovery of the economy because many small business people and people who work on their own have difficulty getting money or have problems with institutions, and it is holding the country back.

Public Accounts Committee: Credit Union Fund Accounts 2013; Credit Resolution Institution Fund Accounts 2013; and Credit Union Restructuring Board Accounts 2013 (11 Dec 2014)

Robert Dowds: The other side of this question is that, in general, and while I know there are some exceptions and there are the credit unions that have got into trouble, credit unions appear to be well-capitalised and the moneys set aside by the Department of Finance for the credit institutions resolution fund and the credit union fund - €250 million for each - does not seem to be as necessary as,...

Public Accounts Committee: Credit Union Fund Accounts 2013; Credit Resolution Institution Fund Accounts 2013; and Credit Union Restructuring Board Accounts 2013 (11 Dec 2014)

Robert Dowds: In a sense the two institutions that can do most about this - the Central Bank and the Department of Finance - are keeping their mouths closed as much as possible. Does Mr. McVeigh appreciate that this is a real problem and that it would help the country if this issue was looked at again?

Robert Dowds: I welcome all our guests. I would like to put my first question to the clerk. Did we get an opening statement from the Central Bank before today's meeting? Did it just arrive?

Public Accounts Committee: Credit Union Fund Accounts 2013; Credit Resolution Institution Fund Accounts 2013; and Credit Union Restructuring Board Accounts 2013 (11 Dec 2014)

Robert Dowds: I ask Mr. Casey whether it might be possible for the opening statement to be circulated beforehand the next time. It puts us at a bit of a disadvantage if we do not have it in advance. We received an opening statement from Mr. Doyle.
