Report of the Committee of Public Accounts re National Asset Management Agency’s sale of Project Eagle: Motion (29 Mar 2017)

Peter Burke: In the National Asset Management Agency Act 2009 the word "expeditious" is mentioned twice. We must be very fair. The NTMA is now issuing ten-year bonds at 0.33% and treasury notes at negative yields. They peaked at 14% in July 2011 and NAMA played its part in getting this debt off the State balance sheet. My final point is on the terms of the commission of investigation-----

Report of the Committee of Public Accounts re National Asset Management Agency’s sale of Project Eagle: Motion (29 Mar 2017)

Peter Burke: As mentioned previously - it is on the record - I concur with most of the report by the Committee of Public Accounts into Project Eagle after sitting through countless days of evidence. Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of the Credit Union Sector: Discussion (23 Mar 2017)

Peter Burke: I thank the speakers for their time. I wish to briefly move away from the loan book and the challenge of growing loans in the sector and talk about the regulatory reserve ratio and the blunt instrument that is there that all assets from credit unions have to have a 10% reserve in respect of them. The need for risk-weighted calculation was highlighted in the hearings. Is the witness...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of the Credit Union Sector: Discussion (23 Mar 2017)

Peter Burke: Considering that credit unions may have invested in Government guaranteed bonds for some of their portfolio, does it not seem extreme to have a reserve requirement of that nature, given that they are underpinned by the Government for a part of their investment? Does that not still seem a bit harsh?

Some of them have stated this in their evidence to the committee over the course of our hearings. I will move on. The change from the need to revert to legislation through the Oireachtas to the need to revert to regulation in regulating the sector through the Central Bank was...
