- Seanad: Order of Business (Resumed). (30 Jun 2004)
Maurice Cummins: I join my colleague, Senator Ulick Burke, in calling for the Minister for Transport to attend the House to explain the massive overruns in the costs of projects under the auspices of the National Roads Authority, which is employing hundreds of consultants. How can it get it so wrong, with â¬9 billion in overruns? It is absolutely disgraceful. We need value for money, as has been stated by...
- Seanad: Dormant Accounts (Amendment) Bill 2004: Second Stage. (29 Jun 2004)
Maurice Cummins: The Minister of State should come clean. The Government wants only it to decide where the money goes.
- Seanad: Hospital Services. (29 Jun 2004)
Maurice Cummins: I too welcome the Minister of State to the House. I note the need for the Minister for Health and Children to provide an integrated cancer care service, including radiotherapy, at Waterford Regional Hospital as it now satisfies the critical mass criteria laid down in the Hollywood report, which was accepted by the Government. Less than a month ago, 15,000 people marched through the streets of...
- Seanad: Hospital Services. (29 Jun 2004)
Maurice Cummins: The bottom line is that the Government continues to ignore Waterford. However, it does so at its peril and the next general election will be similar to the recent local elections. There is no solace in the Minister of State's response for the people of Waterford and those suffering from cancer.

Maurice Cummins: I propose to share my time with Senator McHugh. I welcome the Minister of State and I compliment everyone involved in the preparation of the Bill. We all know what the legislation intends to do but we question what it achieves. The report of the Commission on the Status of People with Disabilities, A Strategy for Equality, made recommendations on the subject of education for those with...
- Seanad: Central Bank and Financial Services Authority of Ireland Bill 2003: Committee Stage (22 Jun 2004)
Maurice Cummins: I cannot accept there are not sufficient males or females in this sector with the necessary experience. It is not acceptable to have less than 40% representation of either sex. It complies with Government policy but I would prefer if he would act. Actions would be more meaningful than words in this area.

Maurice Cummins: I move amendment No. 7: In page 32, lines 23 and 24, after "Employment" to insert "and after the advertising of positions for application by individuals and after a process of independent short listing of applicants with suitable experience". The amendment is absolutely necessary because the short listing of applicants with suitable experience is a prerequisite in most areas. I ask the...

The Minister dealt with the issue raised in the amendment in reply to previous amendments. I accept this explanation.

Maurice Cummins: I move amendment No. 15: In page 59, line 27, after "services" to insert "and that at least two members have knowledge or experience of systems for the protection of consumers". This is similar to previous amendments. People who have knowledge and experience of systems for the protection of consumers should be appointed. Senator Mansergh said that may not be a good idea but it is important,...

- Seanad: Central Bank and Financial Services Authority of Ireland Bill 2003: Committee Stage (22 Jun 2004)
Maurice Cummins: We want people not to have ties to the financial institutions. This reminds me of my later father-in-law who said it was like going to court with the devil and having a jury from hell. That is what we are trying to avoid but I accept the Minister of State's assurances.
