Denis O'Donovan: I wish to be associated with the expressions of sympathy yesterday on the death of the former Minister and Member of this House, Mr. Joe Walsh, who was a colleague of mine. Unfortunately, I was not here as I was attending his funeral mass. I have been assured by the Leader and the Cathaoirleach that statements will be made at an appropriate time on his association with this House.

Denis O'Donovan: Before we commence, I remind Members that a Senator may speak only once on Report Stage, except the proposer of an amendment who may reply to the discussion on the amendment. On Report Stage each amendment must be seconded. Amendments Nos. 1, in the names of Senators Feargal Quinn and Sean D. Barrett, 18 and 25 are related and may be discussed together, by agreement.
