- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: The response from senior management castigated the draft Fisher Associates report for even mentioning the issue, referring to a lack of intelligent questioning throughout the whole report.
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: I will go over this again. I would like Mr. Reynolds to reply to the issue of Spanish language availability. The draft report indicated that language miscommunication is a notable risk in emergency response and that all communication should be in English. The management response argued, however, that this was a legacy of when fishing reports were being logged in the Spanish fleet through...

Mark Daly: Any day now would be fine.
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: I am not sure about the answer to Senator Brian Ó Domhnaill’s question about the shed. My understanding is 22 medivacs involving Spanish speakers were done by Valentia and, obviously, the Royal Air Force has called on the station’s services many times. Sometimes I am concerned about the information the assistant secretary receives. When the Fearon report, presented by a...
- Seanad: National Dementia Strategy: Motion (24 Oct 2012)
Mark Daly: I support this wide-ranging motion. In the current economic climate, providing support for sufferers of dementia and their families is very challenging. Unfortunately, action on the Government's commitment to introduce legislation on the UN Convention on the Rights of Persons with Disabilities is long overdue. In response to questions on when the convention would be ratified, all Ministers...
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: If something happened in the mid-west, Mr. Mullen is talking about having a spare in Dublin. This is about the catastrophic failure of the equipment in Valentia station and Mr. Mullen is talking about having spares on hand.
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: Mr. Mullen knows that at the time the Valentia station covered an area that the Dublin centre could not cover. If the Valentia station suffered a catastrophic failure, the possibility of which was stated in the 2008 Fearon report, having a spare would not be much good if a machine broke down.
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: A failure means the entire communication equipment breaks down and no spare can fix that, according to Motorola. Once the equipment breaks down and does not function, it is a catastrophic failure and Dublin in mid-rescue would not make a difference. Having a spare would make no difference either.

Mark Daly: Unless the Department upgraded all stations - that is what I said.
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: It did not change.
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: Was the equipment in the Malin and Valentia stations still subject to catastrophic failure? I am asking Mr. Mullen a question. Was that the case?
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: What does a catastrophic failure sound like to Mr. Mullen? Does it mean that the entire equipment breaks down and is not repairable?
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: Thank you.
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: Would spares make any difference in that situation?
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: Do spares make any difference in the event of a catastrophic failure?
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: No. Mr. Mullen has admitted that a catastrophic failure means spares make no difference. Am I right in that?
- Joint Oireachtas Committee on Transport and Communications: Review of Irish Coast Guard Service: Discussion (24 Oct 2012)
Mark Daly: Which part of catastrophic failure does Mr. Mullen not understand? He admitted that catastrophic failure means that spares make no difference and he is attempting to say that if they had spares, it would have solved the problem. He had allowed Malin and Valentia for the last four years to have equipment that is subject to catastrophic failure and he is trying to pretend here that having a...
