Seanad: Children Act 2001: Statements. (20 Oct 2004)

Maurice Cummins: I welcome the Minister of State to the House and compliment him on his grasp and knowledge of this complex and important legislation which was passed in 2001. I agree that some progress has been made in the provisions of the Act but the slogan used by the Government before the general election of, "A lot more to do", would be apt in the case of the Children Act——

Seanad: Children Act 2001: Statements. (20 Oct 2004)

Maurice Cummins: I have acknowledged that something has been done——

Seanad: Children Act 2001: Statements. (20 Oct 2004)

Maurice Cummins: I am glad the Minister of State has acknowledged that quite a lot remains to be done. There is a long way to go before all sections of the Act are implemented. It is the old question of resources yet again. The necessary resources must be provided to ensure its implementation. The question of resources is always raised by the Government but we are told at the same time that the country is...

Seanad: Children Act 2001: Statements. (20 Oct 2004)

Maurice Cummins: I thank the Minister of State. I am glad the Minister is acting in this regard. We should not be afraid to imitate a success story. The Minister of State announced last September the commencement of the family welfare conferencing and special care provision in Parts 2 and 3 of the Act. It is to be welcomed that these provisions of the Act are finally off the starting blocks. It is of...

Seanad: Intoxicating Liquor Bill 2004: Committee and Remaining Stages. (13 Oct 2004)

Maurice Cummins: I congratulate the Minister again. The amendments being made in the Bill represent a victory for common sense, as I said earlier. I compliment the Minister and his officials. The error or omission in section 14 of the 2003 Act has been rectified. I hope we can proceed positively from this juncture.

Seanad: Intoxicating Liquor Bill 2004: Committee and Remaining Stages. (13 Oct 2004)

Maurice Cummins: It is obvious that the DPP did not think so either.

Seanad: Intoxicating Liquor Bill 2004: Second Stage. (13 Oct 2004)

Maurice Cummins: I welcome the Minister to the House. The problems which teenage discos faced arose from section 14 of the Intoxicating Liquor Act 2003, introduced by the Minister. Since the commencement of this section on 29 September 2003, teenage discos started to experience problems and many of them have closed. Since that date the Minister has been assuring everybody that no problem existed with teenage...

Seanad: Schools Building Programme. (7 Oct 2004)

Maurice Cummins: I wish to raise the matter of the amalgamation of two schools in Tramore, County Waterford. The amalgamation of Stella Maris, which was run by the Sisters of Charity, and the Christian Brothers school for boys happened in 2000. I compliment both boards of management on agreeing to amalgamate. Amalgamation of schools is to be encouraged and the Department of Education and Science has done so....

Maurice Cummins: I welcome the Minister to the House and compliment him on his elevation to the Cabinet.

Seanad: Ombudsman (Defence Forces) Bill 2002: Second Stage. (6 Oct 2004)

Maurice Cummins: He hit the crossbar a few times, but eventually the Minister got there. I pay tribute to him and wish him well. The body which nominated me to the Seanad is the Irish Conference of Professional and Services Associations, of which PDFORRA is an integral part. It is therefore fitting that I should make a contribution to the debate on this Bill. It was also fitting that there was a speech by a...

Seanad: Report on Seanad Reform: Statements (Resumed). (30 Sep 2004)

Maurice Cummins: I welcome the Minister of State to the House and compliment him on surviving the axe yesterday, although it turned out to be a fairly blunt instrument as nobody was sacked — we had a couple of resignations. I wish the Minister of State well with his portfolio. I welcome the report on Seanad reform. I compliment the sub-committee and the secretariat on their work and all the individuals and...

Seanad: Order of Business. (30 Sep 2004)

Maurice Cummins: Earlier in the year I raised the issue of some unscrupulous people erecting posters claiming they could cure cancer for a sum of money. Some local authorities prosecuted them under the Litter Pollution Act. However, far greater penalties should be imposed on such people. It has recently come to my notice that newspapers have carried advertisements since June claiming to cure cancer and...

Seanad: State Airports Bill 2004: Committee Stage. (14 Jul 2004)

Maurice Cummins: Did the chief executive of the company not sound a word of caution about this, and did the Aer Rianta chairman not use the word "draconian"? I appreciate what the Minister is saying in terms of how fully covered the company is and I am inclined to accept that in line with the available advice. However, for some reason everything does not appear to be beyond doubt.

Seanad: State Airports Bill 2004: Second Stage. (13 Jul 2004)

Maurice Cummins: Exactly.

Seanad: State Airports Bill 2004: Second Stage. (13 Jul 2004)

Maurice Cummins: I welcome the Minister and his officials to the House. When the Leader states that the Bill before us is premature, rushed and bad legislation, it is time for us all to look at it in more detail and wonder why. However, when she then says she will support the Government legislation, it is no wonder so many people are cynical about politics. I certainly admire her honesty and respect her...

Seanad: Business of Seanad. (7 Jul 2004)

Maurice Cummins: Is that agreed?
