Was the position advertised? Could anyone have applied to become a member of the panel? Was the person just plucked from obscurity? Patrick O'Donovan: No, but what is not credible is that there are questions remaining to be answered in relation to whether or not people have been appointed to carry out work by the HSE on the basis that they were previous employees of the HSE. That has not been rebutted properly at all.
