Alex White: Another way of putting it is that this would be setting a limit on the growth of credit unions. Would that be counter-intuitive for people who see themselves as having a developmental role and are of the view that one achieves more by building up? I ask what kind of an instrument would allow an intervention to occur that would stop the growth of a credit union.
