- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: I thank everyone for their attendance. I have a few questions for the witnesses although most already have been asked. In terms of joint agency meetings, Mr. Toland has said they are inefficient and incorrectly managed. Has the situation improved? He also identified serious weaknesses and mentioned that other jurisdictions have more structured and dynamic processes. Can he give examples?
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: Mr. Toland has identified a very serious matter. A joint agency approach should be able to streamline processes quickly. When does he expect that to reach his desired standard?
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: There are different processes in these areas. Are the processes haphazard, depending on the district? Have the agencies adopted agreed guidelines? Has that been established yet? Should statutory guidelines be applied whereby, if a particular allegation is made, X, Y and Z agencies, health bodies and Tusla must come together within a particular amount of time in a certain way at a...
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: Yes.
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: Is there rolling external oversight in this regard? Obviously the inspectorate has conducted a look-back. Are there ongoing checks to see if this is happening or to assess whether the situation has improved?
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: It would be interesting. For example, in the case of the Mental Health Commission, as part of the Mental Health Act, if a process is triggered and there is a notification, there is automatic external oversight that is then reviewed on an ongoing basis.
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: We could learn lessons from that in terms of how to incorporate the recommendations that have been made. However, we must ensure there is constant oversight and, as Mr. Toland has said, ensure that is done on a multi-agency basis. Mr. Toland also mentioned the delays in recording crimes on PULSE. Does he believe that the PULSE system will ever be functional? PULSE has been a theme at...
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: Mr. Toland has mentioned that Tusla has five or six different IT systems.
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: It is incredible that we still allow State bodies to develop different IT systems when we can see the necessity to adopt a multi-agency approach. Is there anything happening to encourage the adoption of a unified IT approach for these cases?
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: In terms of the ongoing commission and the future of the policing in Ireland report, will the inspectorate remain completely separate from the Policing Authority? Will the inspectorate play an integral role within the authority? I would like to hear the views of the witnesses on these matters.
- Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Garda Inspectorate (23 May 2018)
Jack Chambers: Would the Garda Síochána Inspectorate like to have an enhanced statutory role in real-time oversight rather than retrospective oversight, for example, as with the Mental Health Commission? Does Mr. Toland see this as a possible future role for the Garda Síochána Inspectorate? Would the inspectorate like to extend its remit into public hearings?

Jack Chambers: 110. To ask the Taoiseach and Minister for Defence the permitted strength by rank and unit for the Reserve Defence Forces; the effective strength of the force at the most recent date available; and if he will make a statement on the matter. [22593/18]
- Written Answers — Department of Health: Health Services Access (22 May 2018)
Jack Chambers: 337. To ask the Minister for Health if adding chartered physiotherapists to the list of practitioners entitled to order X-ray examinations will be considered in regard to the transposition of an EU directive (details supplied); and if he will make a statement on the matter. [22050/18]
- Judicial Appointments Commission Bill 2017: Report Stage (17 May 2018)
Jack Chambers: It is important to note that the amendment in the name of my colleague, Deputy O'Callaghan, proposes a commission of 11 members with an appropriate mix of lay people and a spread of key people across the Judiciary, including the president of the District Court, the president of the Circuit Court, the president of the High Court, the president of the Court of Appeal and the Chief Justice. I...
- Judicial Appointments Commission Bill 2017: Report Stage (17 May 2018)
Jack Chambers: Like my colleague, Deputy O'Callaghan, I welcome the comments and clarification from the Minister. There is clearly a separation of opinion at Cabinet. It is bizarre seeing two Ministers reflecting opposite views. Does the Minister for Justice and Equality feel pressurised by the presence of the initiator of this Bill? His every move is being watched.
- Judicial Appointments Commission Bill 2017: Report Stage (17 May 2018)
Jack Chambers: It is a bizarre and divided team. Deputy O'Callaghan makes a very valid point. The amendment proposed by Sinn Féin has the effect of deleting the objective that there should be proficiency in the Irish language among the Judiciary. We know what Sinn Féin is trying to do in the North and the importance of the Irish language. Sinn Féin has tabled very few amendments. I...
