Select Committee on Housing, Planning and Local Government: Land Development Agency Bill 2021: Committee Stage (Resumed) (17 Jun 2021)

Richard Boyd Barrett: The Minister can explain it to me if he wants but as I read it, it gives him the power to exempt a development from Part V. Potentially, we could have no social housing on a LDA site.

Richard Boyd Barrett: I would like clarity.

Select Committee on Housing, Planning and Local Government: Land Development Agency Bill 2021: Committee Stage (Resumed) (17 Jun 2021)

Richard Boyd Barrett: Section 73(2) states "The Government may, by order, at the request of the Minister, exempt relevant public land from the provisions of this Part where the land" and then gives a series of examples. The term "this Part" is the one where Part V is applicable, in the section above it.

Select Committee on Housing, Planning and Local Government: Land Development Agency Bill 2021: Committee Stage (Resumed) (17 Jun 2021)

Richard Boyd Barrett: The Minister is saying that the reference in section 73(1) "where applicable" refers not to Part V but to Part 9, is that what the Minister is saying?

Select Committee on Housing, Planning and Local Government: Land Development Agency Bill 2021: Committee Stage (Resumed) (17 Jun 2021)

Richard Boyd Barrett: If I got it wrong, I am happy to admit it. The Minister is saying that this Bill does not empower him to get rid of the Part V requirement.

Richard Boyd Barrett: Okay.

Select Committee on Housing, Planning and Local Government: Land Development Agency Bill 2021: Committee Stage (Resumed) (17 Jun 2021)

Richard Boyd Barrett: I have not finished.

Select Committee on Housing, Planning and Local Government: Land Development Agency Bill 2021: Committee Stage (Resumed) (17 Jun 2021)

Richard Boyd Barrett: I also wanted to make the more general point about social housing. The Minister said we will align the Bill on affordable housing with the LDA Bill and so on, that there will be a series of amendments to that effect. Will he clarify what "social housing" is? I refer to the eligibility criteria and particularly the income thresholds and what the Minister envisages. There is a problem in...

Select Committee on Housing, Planning and Local Government: Land Development Agency Bill 2021: Committee Stage (Resumed) (17 Jun 2021)

Richard Boyd Barrett: I move amendment No. 200: In page 46, to delete lines 4 to 16 and substitute the following: “(a) the building and transfer on completion, to the ownership of the planning authority, or to the ownership of persons nominated by the authority for the provision of public and affordable housing.”

Climate Action and Low Carbon Development (Amendment) Bill 2021: Report and Final Stages (16 Jun 2021)

Richard Boyd Barrett: I am also speaking to amendment No. 19. If we do not have a just transition, it is very possible there will not be any transition that is effective in dealing with climate change. This is something I do not think the Government, or the Green Party, which should know this, fully comprehends. If we alienate ordinary working people from the climate change agenda which is so urgent, if we turn...

Acquisition of Development Land (Assessment of Compensation) Bill 2021: Second Stage [Private Members] (16 Jun 2021)

Richard Boyd Barrett: People Before Profit will support the Labour Party Bill. We welcome it. Indeed, it has some similarities to the Thirty-ninth Amendment of the Constitution (Right to Housing) Bill 2020 that People Before Profit recently introduced in the House and which, fortunately, passed to Second Stage, in that it seeks to delimit the rights of private property relative to the social and common good of...

Ceisteanna - Questions: Cabinet Committees (15 Jun 2021)

Richard Boyd Barrett: If my constituency is anything to go by, there is a real problem with the Department of Education delivering school buildings, autism spectrum disorder, ASD, units, which we know are needed, and school facilities. The latest in a long line of examples is St. Mary's Boys National School in Booterstown. I met representatives from there this week. They have made a request of the Department of...

Richard Boyd Barrett: 15. To ask the Taoiseach when the Cabinet committee on education will next meet. [31398/21]

Ceisteanna - Questions: Departmental Strategies (15 Jun 2021)

Richard Boyd Barrett: The Taoiseach's statement of strategy makes several commitments to supporting those affected by Covid-19 and assisting their economic recovery, allowing them to plan for a post-Covid future. One of the groups - I have raised this repeatedly with the Taoiseach - with a very uncertain future which has seen a massive and continuing adverse effect from Covid-19 is taxi drivers. After the...
