Jim Daly: I disagree because I do not think ensuring there is a balance in language or a competency is reason enough to provide a job or give a position to anybody. I would agree with the Minister that the Official Languages Act already places a lot of obligations on these bodies to ensure that language fluency is available for service users and for those who require it.
